Minutes

Call to Order –7:00 PM with Selectmen Mullane, Murphy and Donahue present.

Public Comments and Questions-None presented

Minutes

A motion was made by Selectman Donahue and seconded by Selectman Murphy to approve the minutes of January 29, 2013, carrying.  3-0

A motion was made by Selectman Donahue and seconded by Selectman Murphy to approve the minutes of February 12, 2013, carrying.  3-0

A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve the minutes of February 13, 2013, carrying.  2-0-1, Selectman Donahue abstained.

A motion was made by Selectman Donahue and seconded by Selectman Mullane to approve the minutes of February 19, 2013, carrying, 2-0-1, Selectman Murphy abstained.

1.           Tribal Issues-Acknowledgement Issues-No report

  2.   Subdivision Review and Planning and Zoning Issues

              Affordable Housing/Incentive Housing regulations-A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve the request for a new line item B15.03, an additional appropriation of $1,000, for educating the public on the benefits of affordable housing, approved.  3-0

                             3.  Failed Boiler at the Middle School-Board of Education item, no report to date.

  4.  96/96A Button Road- formerly -YMCA Property-Executive Session-A motion was made by Selectman Mullane to enter executive at 8:50 PM.  The Board discussed three items this one, AFSCME  and Personnel Matters under new business, no action was taken.  The session adjourned at 9:30 PM

  5.  Hewitt property

              A.  Committee Report-No report

              B.  Dam Repairs-Re-Engineering-No report

  7.  Boombridge Road Bridge- Design-Selectman Mullane met with the ConnDOT and it was agreed that not enough information on option A (Rehab of the existing abutment and center pier) and Selectman Mullane will arrange a meeting of ConnDOT and consultants, Westerly rep, North Stonington rep, design engineer,  and RIDOT at the bridge site.  Concern that Option “B” raises the bridge and road are too costly and option “C” realigns and raises the road and bridge and adds 30 feet in length which is not necessary.

  8.  Grant applications/administration

              Water Study Ex. 92 X I95-Town has received seven responses to RFP, and one was received late

              2013 STEAP Grant-No new information from State

              Main Street Bridges-No meeting yet with Contractor on closeout costs

              Village Green Bridge-Corrective Action-Engineers are ready to go to bid and will notify us of details.

15.  New Emergency Service Building and Use of Old NSVFC Building-Selectmen and Board of Finance will meet with Company on March 20, 2013.

16.  SCRRRA, Contract Extension-Approved at February 25, 2013, Special Town Meeting for a three year extension.
