MINUTES

Call to Order 7:00 PM with Selectmen Mullane, Murphy and Donahue present

Public Comments and Questions

Minutes-A motion was made by Selectman Murphy and seconded by Selectman Donahue to approve the minutes of February 26, 2013, as amended, carrying.  3-0

Correspondence

•            Neighborhood Assistance Grant Program Application 2013

•            Copy of Foreclosure Paperwork for gift land remaining on Wintechog Hill Road

                             3.  Failed Boiler at the Middle School-March 13, meeting with BOE to review final two lowest bids.

  4.  96/96A Button Road- formerly -YMCA Property-Executive Session-A motion was made at 7:06 PM by Selectman Donahue and seconded by Selectman Murphy to enter executive session with Attorney Avena and Attorney McGee.  Session adjourned at 7:27 PM.  A motion was made by Selectman Mullane to execute the intent of Attorney Avena as outlined in his letter, dated, 2/22/2013, in response to Attorney Pelose, dated 2/1/2013.  Seconded, carrying.  3-0  Attorney Avena explained his letter to those in attendance.  No comments or questions.

  5.  Hewitt property

              A.  Committee Report-Discussion on logging contract terms, conditions, and income.

              B.  Dam Repairs-Re-Engineering-Contract and bid specifications ordered.

  7.  Boombridge Road Bridge- Design-Meeting will be arranged at site to allow visual review to help decide configuration of final design.

  8.  Grant applications/administration

              Water Study Ex. 92 X I95-Bids have been received and are under review.

              2013 STEAP Grant-No new information.

15.  New Emergency Service Building and Use of Old NSVFC Building –Joint meeting Board of Selectmen and Board of Finance—March 20, 2013

16.  AFSCME Union Application-Executive Session A motion was made at 10 PM to enter executive session by Selectman Mullane and seconded by Selectman Donahue.  3-0  Session adjourned at 10:40 PM, no action taken on this item and Personnel Matters, NB#1.

18.         Clarks Falls Unity Baptist Church Request-No action

 

New Business

1.           Personnel Matters-Executive Session-Above

2.           Town Hall Parking Lot Retaining Walls-The brook retaining wall has collapsed, estimated at $300,000 to $400,000, to repair.  Further engineering is required.

3.           Tax Collector’s Report-Provided to Board

4.           Budget 2013-14-General discussion, spoke with PSPBC and IT/GIS and Civil Preparedness.  NSAA and Highway will be in next week.
