MINUTES

 

Call to Order-7:03 PM with Selectmen Mullane, Murphy and Donahue present

Public Comments and Questions-None presented

YMCA Property-Executive Session-A motion was made by Selectman Murphy to enter Executive Session at 7:05 PM with Attorneys Eppinger and Collier seconded by Selectman Donahue, carrying.  3-0  The Session adjourned at 7:34 PM no action taken.

FY 2012-13 Budget Interviews

              The Board discussed capital mitigation projects for next Fiscal Year 2012-13.

Correspondence

•            SBA Communications regarding new tower location at 350B Cossaduck Hill Road

•            Letter sent to Attorney Zizka regarding Stonington WPCA agreements

•            Letter to Senator Maynard and Representative Urban regarding prevailing wages in Connecticut

•            WMC report on submittals from Mastrobattisto, Inc. regarding the Old Town Hall Bridge

Old Business-

  1.   Tribal Issues-Acknowledgement Issues-It is anticipated that an amended filing will be submitted to the Washington DC court by Attorney James Benny Jones, Jr. for the court to reconsider the denial of the Federal Acknowledgment of the Eastern Pequot/Paucatuck Eastern Groups.

  2.   Subdivision Review and Planning and Zoning Issues

              Affordable Housing/Incentive Housing regulations-No report

              Milltown Commons-WPCA is working on second meeting with Stonington WPCA on the potential North Stonington connection to the Stonington Sewer System

  3.   Permanent School Building Project Committee

              A. School Building Project RFQ for Architectural services report-Due end of this month

              B. Permanent School Planning and Building Committee Project-No report

C. Middle School/High School Heating System Code Update-Energy report has been completed, agreed to issue final payment on the work project.

E. School of Choice-Board of Education action

  4.  Kingswood/Meadow Wood drainage-Executive Session-No Executive Session, still waiting on arbitrator choice.

  5.  Hewitt property

              A.  Committee Report-No report

              B.  Dam Repairs-Re-Engineering-The Selectmen will provide the Committee with final dam repair drawings

  6.  Boombridge Road Bridge- Design-Ongoing

  7.  Grant applications/administration

              Water Study Ex. 92 X I95-Selectman Mullane will draft an Executive Summary for next week

              Rec Area Basketball, Tennis Courts-Negotiating with low bidder on final work and pricing

              Town Hall Solar-Pending SHPO comments and ruling

Emergency Services Committee-A motion was made by Selectman Mullane and seconded by Selectman Murphy to appoint Paul Kowack, Main Street to the Committee, carrying.  3-0

11.   Request to Rent/Sell Holly Green Condominimum-No activity to date

New Business-

1.           Town Meeting Procedures-Selectman Mullane will revise as directed

2.           Tax Refund(s)-None presented

3.           Added appropriations  (lawyers) and transfers ( Selectmen’s engineering)-A motion was made by Selectman Murphy to request an additional appropriation  of $16,000 to PZC Lawyer BB11.04, seconded by Selectman Mullane, carrying.  3-0

A motion was made by Selectman Mullane and seconded by Selectman Murphy to request a transfer of $2500 from NSVFC Insurance BB20.01 to Selectmen’s Engineering BB24.00, carrying.  3-0
