Call to Order 7:00 PM with Selectmen Mullane, Donahue, and Murphy present

Public Comments and Questions-None presented

Minutes

A motion was made by Selectman Murphy and seconded by Selectman Donahue to approve the minutes of May 15, 2012, carrying  3-0

A motion was made by Selectman Murphy and seconded by Selectman Donahue to approve the minutes of May 17, 2012, carrying  3-0

Correspondence

•            Final Draft of FY 2012-13 budget for May 29, 2012 Town Meeting

•            2013 STEAP Application package

•            The announcement of the Jennie S. Wheeler Legacy Fund at the Wheeler Library

•            TVCCA announcement of reduction of services for Meals on Wheels effective June 4, 2012

Old Business-

1.           Tribal Issues-Acknowledgement Issues-A brief has been filed by the Department of Justice on behalf of the Federal Government, State of Connecticut, and towns defending position that the statute of limitations have run out and the Indian group has no basis for its claims

  2.   Subdivision Review and Planning and Zoning Issues

              Affordable Housing/Incentive Housing regulations-No report

              Milltown Commons-No report

  3.   Permanent School Building Project Committee

              A. Permanent School Planning and Building Committee Project-Pending Board of Education action, Selectman Mullane will ask for timeline.

  4.  YMCA Property-A letter was sent by town attorney to Attorney General stating the town’s interest in 96/96A Button Road land (old YMCA).

  5.         Kingswood/Meadow Wood drainage-Pending arbitrator’s confirmation

  6.  Hewitt property –See Below New Business #4-Report by Mystic Air

              A.  Committee Report

              B.  Dam Repairs-Re-Engineering-Additional permitting information sent to the Army Corp and CT DEEP by Karl Acimovic

  7.  Boombridge Road Bridge- Design-Received memo from Transystems problems with ConnDOT review of hydrology/hydraulics and may cause added work and delay to schedule.

  8.  Grant applications/administration

              Water Study Ex. 92 X I95-Extension request sent to OPM

              Rec Area Basketball, Tennis Courts-Final sealing  and lining of courts and fencing to complete project.

              Town Hall Solar-Pending reimbursement check $40,092

  9.  Board and Commission appointment

              Cable TV Advisory Committee

              Economic Development Commission-Received resignation of Brent Woodward.  Selectman Mullane made a motion to appoiont Raymond Geer, Lantern Hill Road as recommended by EDC Chair Peter Begoian, seconded by Selectman Donahue, carrying.  3-0

10.  Flood Damage Status Report/Repairs Update/ Action Items

              Main Street Bridges-Contractor is having difficulty with high water flow

              Village Green Bridge-Sitewalk was conducted by Inland Wetlands Agency and hearing will reconvene June 13, 2012.

11.   Budget 2011-12 and Budget 2012-13-A motion was made by Selectman Murphy to request a transfer from Medical Insurance to Elections and Town Meetings in the amount of $5,500, carrying.  3-0.

New Business-

1.           Tax Refund(s)-A motion was made by Selectman Murphy and seconded by Selectman Donahue to issue a tax refund in the amount of $153.60, to Kalen Larsen, Grindstone Hill Road, carrying.  3-0

2.           Funding request for Public sign at Wheeler MS/HS-Final pricing not yet available

3.           Transfer Station Hours-Stephen Holliday-General Discussion of cost effectiveness of staying open late on Thursdays, Selectmen agreed to stay with winter hours.

4.           Mystic Air Report-Greene Gables House by Chris Eident-Mystic Air representative explained the test results and the issues with demolition or refurbishment  of Greene Gables (old school house) on Hewitt Property.  Explained type of work required to and provided a list of remediation Contractors.
