MINUTES

Call to Order:7:00 PM with Selectmen Mullane, Donahue, and Murphy present

Public Comments and Questions-None presented

Minutes-A motion was made by Selectman Murphy and seconded by Selectman Donahue to approve the minutes of July 24, 2012, carrying.

A motion was made by Selectman Murphy and seconded by Selectman Donahue to approve the minutes of July 17, 2012, carrying.

Executive Session-A motion was made by Selectman Mullane and seconded by Selectman Donahue to enter session with Attorney Robert Avena, at 7:15 PM to discuss item # 4 under old business, carrying.  3-0.  The session adjourned at 7:50 PM no actions taken.

1.    Tribal Issues-Acknowledgement Issues-Draft FOIA request provided to Board for comments.

  2.   Subdivision Review and Planning and Zoning Issues

              Affordable Housing/Incentive Housing regulations                        No reports

  3.   Permanent School Building Project Committee

              A. Permanent School Planning and Building Committee Project-Phase III of Gymatorium sealing project is on hold until the FY 12/13
                   budget is passed, other seasonal work on school parking lot with last year’s approved funds.

  4.  96/96A Button Road- formerly -YMCA Property-Executive Session with Attorney Robert Avena-See above.

  5.  Kingswood/Meadow Wood drainage-Contractor’s responses received, date of arbitration session is now pending.

  6.  Hewitt property

              A.  Committee Report-DRAFT of 1750 House inspection was received

              B.  Dam Repairs-Re-Engineering-No new data

  7.  Boombridge Road Bridge- Design-Hydraulic study done by TranSystems and sent to ConnDOT

  8.  Grant applications/administration

              Water Study Ex. 92 X I95-Comments received from SCWA waiting on COG Water Committee’s input.

              Rec Area Basketball, Tennis Courts/Volleyball Courts-Lighting for the area still has some issues, grant funding has been  received from the State.

              2012-12 STEAP Grant-Submitted the Sewer Study Grant-$160,00

10.  Flood Damage Status Report/Repairs Update/ Action Items

              Main Street Bridges-Progress being made, new schedule provided, poured footings and wing wall on Hardware side, digging started on  
              Town Hall side footings and wing wall.

              Village Green Bridge-Pending design and State permits

11.   BOE Letter requesting establishment of a new line item and appropriation-No action

12.   Budget 2011-12 Year End Transfers and Additional Appropriations-None

13.   Budget 2012-13-Referendum Results-Vote failed General Government  325 YES, 438 NO, Board of Education 344 YES, 419 NO. 
        Board of Finance and Selectmen/Education to reconvene and prepare for next budget vote.

New Business-

1.           Tax Refund(s)-None

2.           Highway Wash Station-Selectman Mullane’s action to prepare bid package

3.           Sale of Route 184 Trailer-No discussion, Selectman Mullane to memo Board
