MINUTES-Amended

 

Call to Order-7:00 PM with Selectmen Mullane, Murphy, and Donahue present.

Public Comments and Questions

              President Robert Shabunia and Deputy Chief Mark Perkins came before the Board to discuss RFP request for a cost estimate and town engineering for the VFC excavation costs of the future station site.  The Company will also need a site plan to request a special permit from PZC.  The Company is asking the Town to fund the requests.  They will return in 2 weeks time with volume and cost estimates.

Pat Lewis of Boombridge Road would like the design engineering and construction of the Boombridge Road Bridge to be expedited, it is taking too long.

Rusty Rusich, Pendleton Hill Road, Recreation Commissioner request the Recreation Commission be allowed to put an electric flashing sign board to promote the FHIT Program for the schools and Recreation Commission at Sanitary Landfill.

Executive Session-Personnel Matters-No activity

Minutes –A motion was made by Selectman Murphy and seconded by Selectman Donahue to approve the minutes of January 10, 2012, carrying.

  1.   Tribal Issues-Acknowledgement Issues-Selectman Mullane will coordinate a meeting with Ledyard, Preston, DC attorneys, and the Attorney General’s office for status briefing

  2.   Subdivision Review and Planning and Zoning Issues-No activity

              Affordable Housing/Incentive Housing regulations-Contract has been signed with Planimetrics for an Affordable Housing Study of North Stonington.

  3.   Permanent School Building Project Committee

              A. School Building Project RFQ for Architectural services-End of March report due date.  Legal opinion received from Attorney Gillette on using BOE unexpended balance at year end was provide to the BOF and BOE for information.

C. Middle School/High School Heating System Code Update-Pending efficiency testing

E. School of Choice-No activity from BOE

  4.  Kingswood/Meadow Wood drainage-Selectman Mullane is working with Steve Holliday and Pat Lafayette on response to contractor’s mediation request

  9.  Flood Damage Status Report/Repairs Update/ Action Items

              Main Street Bridges-First Selectman Mullane made a motion to hire WMC Engineers for Construction Administration, Technical Support and Construction Engineering and Construction Observation for the Old Town Hall Bridge project, not to exceed $210,000, seconded by Selectman Murphy, carrying.  3-0

              Village Green Bridge-First Selectman Mullane made a motion to hire WMC Engineers for final review and preparation of bid documents, public discussion and minor revision, construction bidding, construction bid review and award and construction contract signing for the Village Green Bridge repairs, not to exceed $17,000, seconded by Selectman Murphy, carrying. 3-0

10            YMCA Property-No report, awaiting Attorney Eppinger’s actions

New Business-

1.           Tax Abatements on Marathon and Graminex properties on Wintechog Hill Road-A motion was made by Selectman Mullane and seconded by Selectman Murphy to authorize a tax abatement in accordance with CGS 12-81d on the following:

Bill 2010-01-0001633                    $1,304.55

And also to request that the Board of Assessment Appeals removes the parcels from the 2011 Grand List, seconded by Selectman Murphy, carrying.

3.           Future Town Meeting Items-Pending Board of Finance actions.

•            Additional Appropriation DUI Grant-$67800--$50,850 Federal/$16,950 Town Share

Design of Village Green Bridge

•            Additional appropriation of $15,363, to CNR Storm Damages from FEMA for expenses incurred to the Hewitt Property Dam-PW#130.

•            Additional appropration of $17,000, to CNR Storm Damages for the engineering costs of the Village  Green Bridge repairs.  FEMA’s will reimburse 75% of the expenses to the Town, $12,750, town’s share of $4,250.

4.           Budget 2011-12 and Budget 2012-13-General Discussion, no action
