Minutes
Call to Order-7:00 PM with Selectmen Mullane, Donahue and Murphy present.
Public Comments and Questions-Nita Kincaid was in for the Hewitt Committee to discuss status of Green Gables House. How do we move forward? An inspection will be scheduled for April 5th, to walk through with building official, consultant and committee members.
YMCA Property-Executive Session-No attorney present. A letter was received from Conservation Commission stating that property is a value to town’s conservation plans.
FY 2012-13 Budget Interviews-None conducted
Minutes-A motion was made by Selectman Donahue and seconded by Selectman Murphy to approve the minutes of March 20, 2012, carrying. 3-0
Correspondence
• Email from OPM with SHPO letter attached outlining stipulations for payment
At end of life of array it will be removed
No new array installed without consulting SHPO
USDA and DEEP will offer National Register plaques to Village District
Plaques will be installed on Old Town Hall, north and south entrances

3. Permanent School Building Project Committee
A. School Building Project RFQ for Architectural services-Quisenberry Report due at end of month. The school does not have education plan in place and things are getting dragged out and town may not be able to get town approved building plan to state by June 30th which could delay any school project until next year.
B. Permanent School Planning and Building Committee Project-No report
C. Middle School/High School Heating System Code Update-Arranging for expansion tank to be replaced in Gymatorium
D. School of Choice-The Board of Education has passed the following March 14, 2012, Board of Education meeting:
Mr. Testa made a motion that was seconded by Mr. Hundt that theBoard of Education is committed and unified to use existing resources available to us to maintain the current system Pre-K to 12 meaning that grades 9 through 12 will continue to be educated in North Stonington. Dr. Robert
had comment. He hoped this would put people at ease. Mr. McCord had comment about why he wouldn’t vote for
the motion explaining it wasn’t specific regarding the Ad Hoc Committee’s study. There was discussion on items
including the studies that had been done and the different letters that had been drafted. There was further
discussion. On a motion by Mr. Hundt, seconded by Mr. Testa, the Board voted five in favor and one opposed to
moving the question. Mr. McCord was opposed to moving the question. The Board voted five in favor and one
opposed to the motion. Mr. McCord opposed the motion. There was further discussion. Dr. Robert requested we
invite Janet Allison of NEASC to come speak to the Board.
4. Kingswood/Meadow Wood drainage-Executive Session-No report
5. Hewitt property
A. Committee Report-See above (Public Comments)
B. Dam Repairs-Re-Engineering-Town application is in review at DEEP
6. Boombridge Road Bridge- Design-In process
7. Grant applications/administration
Water Study Ex. 92 X I95-Selectman Donahue has provided a revised Executive Summary, acceptable to all. OK to put into next review.
Rec Area Basketball, Tennis Courts-Greywolf is working on project, looking good.
Town Hall Solar-Correspondence above reflects progress. Selectmen will contact AHS (Archaeological and Historical Services, Inc. for next step.

Main Street Bridges-Construction Excavation has begun

10. Budget 2011-12 and Budget 2012-13-General Discussion, cuts and more work and research is required.
11. Request to Rent/Sell Holly Green Condominimum-Dr Pescher has informed the office that another unit was purchased. Town unit is no longer of interest to purchase.

1. Town Meeting Procedures-Final revisions completed. OK to mail to Study Group
2. Tax Refund(s)-Selectman Murphy made a motion to approve a tax refund to Barbard Siner, NW Corner Road, $321.69, seconded by Selectman Donahue, carrying. 3-0
3. Added appropriations (lawyers) and transfers ( Selectmen’s engineering)-None discussed
4. Transfer Station Hours-General Discussion as budget item. Traffic Counters will be placed at Transfer Station Entrance.
5. Town Plowing of Private Roads-No discussion
