MINUTES

 

Call to Order-7:00 PM with Selectmen Mullane, Murphy and Donahue present

Public Comments and Questions-Mark Jaffen, Button Road and other residents from Button Road NW Corner Road have voiced concerns on action with YMCA reverter clause.

FY 2012-13 Budget Interviews

Recreation Commission-John Hines discussed the budget with the Board

Registrars of Voters-Gladys Chase and Marilyn Mackay were both in attendance to answer Board questions

Economic Development Commission-Peter Begoian and Marilyn Mackay represented the Commission

Planning and Zoning Commission-Tabled until February 28, 2012

Minutes –A motion was made by Selectman Murphy and seconded by Selectman Donahue to approve the minutes of February 14, 2012, carrying.  3-0

•            Mobile Communications notice of intent to modify tower

•            Fire/EMS appointment letter

•            A snapshot of the SE/CT Labor Market

•            FEMA Risk Map meeting for Pawcatuck-Wood Watershed

Old Business-

  1.   Tribal Issues-Acknowledgement Issues-US District Court to act on the attorney Jones petition on February 24th, Attorney Jones states he is a representative of the Historical Eastern Pequots.

  2.   Subdivision Review and Planning and Zoning Issues

              Affordable Housing/Incentive Housing regulations-No report

  3.   Permanent School Building Project Committee

              A. School Building Project RFQ for Architectural services-Report due end of March

              B. Permanent School Planning and Building Committee Project-List of school work items provided for FY 12-12

C. Middle School/High School Heating System Code Update-Needs final energy testing

E. School of Choice-Board of Education’s action

  4.  Kingswood/Meadow Wood drainage-Executive Session-Arbitrators selection in process

              A.  Committee Report-No report

              B.  Dam Repairs-Re-Engineering-State is in receipt of application for repairs

  6.  Boombridge Road Bridge- Design-Weekly status report received, design on track

  7.  Grant applications/administration

              Water Study Ex. 92 X I95-With Board of Selectmen for review of draft RFP

              Rec Area Basketball, Tennis Courts-Engineer Pat Lafayette and Foreman Steve Holliday met with 5 contractors interested in project.  Quotes are due March 1, 2012.

              Town Hall Solar-First Selectman Mullane will have Robin called to check status of review.—Robin spoke with OPM representative and was told process is now with SHPO, no response from David Bahlman to date.

New Business-

1.           Town Meeting Procedures-No report

2.           Budget 2011-12 and Budget 2012-13

3.           Request to Rent/Sell Holly Green Condominimum-The Board went into executive session to discuss the possible rental/sale of Unit 2H Holly Green, the former Probate Court.  It was noted that it is not used as much as before, no action was taken.

4.           Grant Writer-No action, budget issue

A motion was made by Selectman Murphy and seconded by Selectman Donahue to approve the above referenced tax refunds, carrying.  3-0

6.           Discussion and Possible Decision on Town’s Electric Utility Invoices-Charles Gray, Reutemann Road was in to discuss a change in electricity carrier for the town accounts.  The Board discussed “piggybacking” with the Board of Education.  First Selectman Mullane will contact Chuck McCarthy, School Business Manager.
