Minutes

 

Call to Order7:00 PM with Selectman Mullane, Murphy and Briscoe present

Public Comments and Questions-Brian Rathbun, Grindstone Hill Road, requested that the Board have the Transfer Station open some Sundays, General Discussion, Board is not in agreement.

Minutes

A motion was made by Selectman Murphy and seconded by Selectman Briscoe to accept the March 28, 2011, minutes, carrying.  3-0

A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve the minutes of April 5, 2011, carrying 2-0-1 Selectman Briscoe abstained since he did not attend the meeting.

  1.   Tribal Issues-Acknowledgement Issues-No report

  2.   Subdivision Review and Planning and Zoning Issues-Bucket List provided

              Affordable Housing/Incentive Housing regulations

              Milltown Commons-It was suggested that the Board of Selectmen call a joint meeting with Stonington on common issues, Selectman Mullane will try to schedule again.

  3.   Permanent School Building Project Committee

              A. School Building Project RFQ for Architectural services-Ad Hoc Committee is evaluating

              B. Permanent School Planning and Building Committee Project- Flashing on Gymatorium-Specs being developed

C. Middle School/High School Heating System Code Update.  Contracts for hook ups paid for by Yankee Gas have been signed

D. School facilities maintenance responsibilities-No report

E. PSBC- New list of projects-PSPBC developing cost estimates

F. School of Choice-RFP Issued

  4.  Kingswood/Meadow Wood drainage review-Contact from Contractor, no change in pricing.

  5.  Affordable Housing Committee-Selectmen to meet with Committee on the 19th and will discuss current items, goals and objectives

  6.  Hewitt property

              A.  Committee Report/Activities-Recommendations-Data collection/ Town Meeting-General Discussion on appointing Committee

              B.  Dam Repairs-Re-Engineering-Preliminary Engineering due next week

C.  Old Dew Drop Inn/Rosie’s status-NEW Buon Appetito—Executive Session on Lease Negotiations-No Executive Session called, special meeting to be scheduled for Thursday morning for discussion on petition received and Town Meeting

  7.  Boombridge Road Bridge- State and Federal Funding/ Contracting-No progress

12.  Budget  FY 2010-2011 & Additional Appropriation

              Budget 2011-12-Additional Material requested will be provided to the BOF for review

13.  Flood Damage Status Report/Repairs Update/ Action Items

              Main Street Bridges-The Selectmen met with the North Stonington Historical Society and FEMA representatives, William Brierley, Lydia Kachadoorian, Anita Uhlan, Jack Sullivan and Jean McDonough and State Historic Preservation representative Dan Forrest and discussed bridge and other aspects of design.  The Selectmen stated their choice of a single arch bridge.  The Board again met with FEMA representatives on Tuesday morning (10 AM) to discuss procedures of going forward and the need to do a Phase 1A archaeological assessment survey.  Michael Raber has been retained and will proceed with the assessment survey.  The Selectmen agreed that the single arch bridge is still their preference.

 

New Business-

1.           Tax Refund(s)-None presented

2.           Affordable Housing Committee Additional Appropriation-A motion was made by Selectman Murphy and seconded by Selectman Briscoe to send an additional appropriation request of $300 to the Board of Finance for the Miscellaneous line item to be used by the Affordable Housing Committee for the April 30th Open House, carrying .  3-0

3.           Call of Special Town Meeting-The below items will be discussed at the Thursday morning Selectmen’s Meeting.

$177,337 Main Street bridges design and engineer

$20,000 additional appropriation for Town Attorney

Resident Troopers Contract FY 2011-13

CNR Additional Appropriation STEAP Recreation Area Courts-$179,100

CNR Additional Appropriation STEAP Water Study-$200,000

Shall the First Selectman be authorized to enter into a proposed lease agreement, as presented with a petition to the Town Clerk’s Office on March 28, 2011, and execute the proposed lease on behalf of the Town of North Stonington?

Public Comments and Questions-Shelley Gardella, Babcock Road, asked of Flood Mitigation at the Hewitt Dam for downstream mitigation.  Selectman Mullane will contact Karl Acemovic on status.
