MINUTES

 

Call to Order-7:00 PM with Selectmen Mullane, Murphy, and Briscoe present.                               

Public Comments and Questions-None presented

Minutes –A motion was made by Selectman Briscoe and seconded by Selectman Murphy to approve the minutes of February 15, 2011, carrying.

•            Wheeler Library request for $25,000 donation in FY 2011-12 budget

•            MASH shelter request for funding in FY 2010--$2,000

Old Business-

1.   Tribal Issues-Acknowledgement Issues-News article reporting BIA refusing to allow a Wisconsin tribe to build a casino within driving distance of New York City.

2.   Subdivision Review and Planning and Zoning Issues-

              Affordable Housing/Incentive Housing regulations-No report

              Milltown Commons-No report

3.   Permanent School Building Project Committee

              A. School Building Project RFQ for Architectural services-RFQ responses due March 21st

              B. Permanent School Planning and Building Committee Project- Flashing on Gymatorium-Only partial payment has been authorized until completion of punch list. 2nd phase in Spring and Summer

C. Middle School/High School Heating System Code Update.  Contract has been awarded

D. School facilities maintenance responsibilities-No report

E. PSBC- New list of projects-PSPBC has prioritized list and is soliciting price quotes

F. School of Choice-BOE will hold additional meetings on scope of work.

4.  Kingswood/Meadow Wood drainage review-First Selectman Mullane will respond to Hammonassets final billing.

5.  Affordable Housing Committee-No report

6.  Hewitt property

              A.  Committee Report/Activities-Recommendations-Data collection/ Town Meeting-Review of volunteers for the new Committee, no action taken

              B.  Dam Repairs-Re-Engineering-Engineering 60% done, DEP short staffed, permitting could be delayed.

C.  Old Dew Drop Inn/Rosie’s status-NEW Buon Appetito—Executive Session on Lease Negotiations-Negotiations continue-No Executive Session held.

7.  Boombridge Road Bridge- State and Federal Funding/ Contracting-Waiting for Rhode Island to transfer funds

              Pawcatuck Neighborhood Center Board of Directors Representative Replacement-Resignation from Eleanor Johnson has been sadly received.  This leaves two (2) vacancies.

12.  Budget  FY 2010-2011

              Budget 2011-12

                             Registrars of Voters-Did not attend

                             Economic Development Commission-Brad Currier and Linda Pershaec attended, discussion of tight economic times and possible cost savings, Mr. Currier will submit revised numbers.

                             Planning and Zoning Commission-Lou Steinbrecher, Elaine Boissevain, and Juliet Lemming. General Discussion of duties and cost savings will revise budget.

13.  Flood Damage Status Report/Repairs Update/ Action Items

              Main Street Bridge-Public Hearing has been set for March 14th.
