MINUTES

 

Call to Order-7:00 PM with Selectmen Mullane, Murphy and Briscoe present.    

Public Comments and Questions-None presented

Minutes

A motion was made by Selectman Briscoe and seconded by Selectman Murphy to approve the minutes of July 5, 2011, carrying 3-0

Correspondence

•            Letter from Post Office re:  Postal Box in Town Hall Parking lot removal

•            Invitation to dedication at Submarine Base

•            Historical Society newsletter

•            Deputy Treasurer notification

•            Stantec withdrawl from PZC

•            Quote from American Telephone to remove overhead wires between town halls and install underground

•            4H Fair flyer for July 22-24 at North Stonington Fairgrounds

•            VHB letter regarding cell tower application for North Stonington locations, Northwest Corner Road or Mountain Avenue.

Old Business-

  1.   Tribal Issues-Acknowledgement Issues-Draft letter from Perkins Coie on comment to Department of Interior/BIA on changes to BIA Indian policy for three towns, Ledyard, North Stonington and Preston to sign.

  2.   Subdivision Review and Planning and Zoning Issues-

              Affordable Housing/Incentive Housing regulations-Juliet Leeming, SPZEO, Tim Pelland and James Scaramozza from the Committee came to the Board to discuss affordable housing units on the three Main Street town lots.  RFP proposals, procedures for sale, deed restrictions, assessed value of lots, town turning land over or selling to developer, cost to town, involvement of other commissions, original sale price, and grants with conditions and restrictions were all discussed.  Committee will come to Selectmen’s meeting the second week in August to continue discussion, no actions taken.

              Milltown Commons-Letter has been delivered to Stonington to request information on capacity and if that capacity would be made available for North Stonington’s uses.

  3.   Permanent School Building Project Committee

              A. School Building Project RFQ for Architectural services-Pending BOE response

              B. Permanent School Planning and Building Committee Project- Flashing on Gymatorium-Phase II awarded working on termination of Phase I Contractor

C. Middle School/High School Heating System Code Update-Gymatorium installation is done , now testing.  Elementary School-Asbestos is done, stripping of room is done, boiler sections moved in, High School-Asbestos is done, stripping of room is done.  Work is progressing on schedule.

D. PSBC- New list of projects-Gymatorium sealing, specifications being developed

E. School of Choice-General Discussion on preliminary report

  4.  Kingswood/Meadow Wood drainage review –Working with Town’s Attorney

  5.  Affordable Housing Committee-As above

  6.  Hewitt property

              A.  Committee Report/Activities-Recommendations-Discussion on Committee meeting and sign recommendations

              B.  Dam Repairs-Re-Engineering-Meeting with FEMA on Thursday, July 14th, flood damage funds.  7.  Boombridge Road Bridge- State and Federal Funding/ Contracting- Town meeting scheduled for July 18th  to approve resolutions.  The town can then administer signing of design contracts with Transystem.

  8.  Grant applications/administration

              Water Study Ex. 92 X I95-No report

              Rec Area Basketball and Tennis Courts

              Town Hall Solar-MOU between State of CT and Federal Government complete, working on Section 106 review by SHPO, supplied information DOE has requested to be eligible for the $49,092, stimulus grant..

9.  Board and Commission appointment-Conservation Commission appointments (2) have been made by First Selectman Mullane, Board appointed two new members to the Recreation Commission last week.  Selectman Mullane will speak to reports about writing article on Committee, Board, Commission vacancies.

10.  Budget  FY 2010-2011 & Additional Appropriations & Transfers-Close out is going well, accountant consultant was in today to review General Government and Board of Education funds, tax collector and treasurer reconcile to $1268 for total fiscal year.

11.  Flood Damage Status Report/Repairs Update/ Action Items

              Main Street Bridges-Got estimates from WMC need scheduling of spending, bonding, cash flow, reimbursement,  ASAP

12.  STEAP Grant candidates-No action.

13.         Special Town Meeting-Scheduled for July 18, 2011

New Business-

1.           Sanitary Landfill/Transfer Station-Bulky Waste Area Fees-Steve Holliday will be asked to attend next Board meeting.

2.           Letter from North Stonington Post Office-Ask post office to combine pick ups or relocate and notify that Town does have bridge replacement plan
