Call to Order-7:20 PM with Selectmen Mullane, Murphy and Briscoe present
Public Comments and Questions-None presented
Minutes –A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve the minutes of January 18, 2011, carrying 2-0-1. Selectman Briscoe abstained

1. Tribal Issues-Acknowledgement Issues-A decision has been issued by the Department of Interior/Bureau of Indian Affairs which over rules/circumvents the Supreme Court decision of Carcieri vs. Salazar on taking of trust land by the Department of Interior
2. Subdivision Review and Planning and Zoning Issues-
Affordable Housing/Incentive Housing regulations-No report

3. Permanent School Building Project Committee
A. School Building Project RFQ for Architectural services-RFQ has been issued, site walk scheduled for next Monday
B. Permanent School Planning and Building Committee Project- Flashing on Gymatorium
C. Middle School/High School Heating System Code Update
D. School facilities maintenance responsibilities-No report
E. PSBC- New list of projects-The Board will invite PSPBC to discuss work list for the remainder of this year and 2011-12
F. School of Choice-Board of Ed has to schedule a meeting and invite BOS, they are receptive to a Study
4. Kingswood/Meadow Wood drainage review –No revised billing to date, Selectman Mullane will contactor
5. Affordable Housing Committee-No report to date
6. Hewitt property
A. Committee Report/Activities-Recommendations-Data collection/ Town Meeting-Will review interest volunteers at next meeting
B. Dam Repairs-Re-Engineering-Design in process
C. Old Dew Drop Inn/Rosie’s status-Will set meeting with attorneys to draft new lease, may need 15 day completion extension
7. Boombridge Road Bridge- State and Federal Funding/ Contracting-No report

Rec Area Basketball and Tennis Courts-Rec Commission will be involved, meeting 1/31-6:00 PM, volleyball and ice rink will be discussed

e. Three petitioned questions regarding the $60 fee at the Transfer Station
• Shall the Town of North Stonington, repeal the annual sticker fee ($60), for using the Transfer Station, (AKA the dump)?PASSED
• Shall the residents who have already paid the fee in 2010 be given a refund?FAILED
• In the event of the passage of question #2, shall the Selectmen have the option to refund fee-payers by deducting $60 from their next property tax bill? NO VOTE REQUIRED
