MINUTES

Call to Order-8:03 AM with Selectmen Mullane, Murphy and Briscoe present.  Also present was Selectmen’s Secretary Robin Roohr

Public Comments and Questions-Nita Kincaid asked why other items from last town meeting were not on agenda: Old School House, maintenance of other properties.  Rewording of Town Ordinance, do we need to revote?  Selectman Murphy stated we do not need another vote, Town Meeting vote stands.

1.           Items for Upcoming Special Town Meeting-Call of Meeting

a.           WPCA Ordinance-General Discussion, to soon to take back to meeting, residents need more information and public hearing(s).  Ordinance does not show the before and after to allow people review.  No one understands the changes and impact.  Would like Attorney Zizka to attend or at least send a white paper explanation.

b.           An Exemption to the Town Ordinance dealing with the consumption of Alcohol on town property-General Discussion of Ordinance exemption, should penalty be added.  Should rentals properties be added to ordinance exemptions.

c.           Agreement between the Town of Groton and the Town of North Stonington regarding Emergency Dispatching Services-General Discussion, no comments or questions.

d.           Resolution for Borrowing-School Boiler Project-A motion was made by Selectman Mullane and seconded by Selectman Murphy to pass the attached resolution, carrying with amendments to date and location of meeting.  3-0

 

RESOLUTION OF BOARD OF SELECTMEN

 

WHEREAS, the Town’s approved capital budget for the Fiscal Year ending June 30, 2011 included an appropriation of $112,000 for costs related to the boiler installation and conversion project at the school facilities;

WHEREAS, by resolution adopted at Special Town Meeting held December 15, 2010, the Town authorized an additional appropriation of $434,122  for the boiler installation and conversion project at the school facilities; and

WHEREAS, it is necessary or desirable to make certain determinations with respect to the financing, in part, of the appropriation by the issue of bonds and notes and temporary notes of the Town;

NOW, THEREFORE, RESOLVED, that the Board of Selectmen recommends that the Town Meeting adopt a resolution substantially in the form presented to this meeting, a copy of which resolution shall be recorded with the minutes of this meeting, making certain determinations in connection with the issue of bonds or notes and temporary notes in the amount of $434,122 to finance, in part, said appropriation, in addition to the $112,000 included in the Town’s capital budget for the Fiscal Year ending June 30, 2011 for costs related to the boiler installation and conversion project at the school facilities.    

 

FURTHER RESOLVED, that a Special Town Meeting be held in the North Stonington Elementary School Multi-Purpose Room at 7:00 p.m. for the purpose of considering and acting upon a resolution with respect to such recommendation. 

 

e.           Three petitioned questions regarding the $60 fee at the Transfer Station

•            Shall the Town of North Stonington, repeal the annual sticker fee ($60), for using the Transfer Station, (AKA the dump)?

•            Shall the residents who have already paid the fee in 2010 be given a refund?

•            In the event of the passage of question #2, shall the Selectmen have the option to refund fee-payers by deducting $60 from their next property tax bill?

Selectman Briscoe question impact of petition questions on budgetary items, possible supplemental tax bills, Selectmen would still have the right to  charge fees, ordinance would not be effected by these votes.  Budget dis pass with fees included.  General Discussion of alternate solutions.  This would get the Town close to a line item veto budget.  Bill Ricker, Wyassup Lake Road, questioned haulers bringing in rubble fill to Transfer Station bulky waste area and not being charged, while residents must pay, not right!  Selectman Mullane will discuss with Mr.Holliday.

 

A motion was made by Selectman Murphy to send all five items to a Special Town Meeting, January 24, 2011, at the North Stonington Elementary School, 7:00 PM, seconded by Selectman Briscoe, carrying.  3-0

 

2.           Referendum Resolution-General discussion, no action.
