MINUTES
HISTORICAL NOTE: A major rainstorm struck the region on March 30, 2010. The region received massive amounts of
rain and North Stonington received over 9 inches of rain in a two day period on top of the 9+ inches
it received earlier in the month. The storm caused major flooding throughout Town in twenty five separate spots of road flooding road damage. Our residents experienced flooding and water damage to many homes and a business in the Village housed in a 165 year old structure. The Watermark Café was extensively damaged and may have to be torn down. The Main Street Town Hall bridge was damage to a point where it will have to be replaced and the Lewis Pond Dam at the Hewitt Property was extensively damaged and may require total rebuilding. In addition to the damage in North Stonington to Town roads and structures three State owned bridges were damaged and there was flooding on many state roads. It was stated by many of our older residents that flooding occurred in Town where they had never seen water
before. (See attached damage listing)

Public Comments and Questions-Frank Limpert, Jr., Main Street, wanted to thank the Town for all their assistance during the storm and flooding. A donation account has been set up at Chelsea Groton Bank for Laurie Pepin, Operator of the Watermark Restaurant which was totally damaged during the flooding..
Residents asked that the Residential FEMA information should be put on website when available.
Pat Lewis, Boombridge Road question whether the Town should station Fire Trucks in another location in Town because of the damage to roads and bridges.
Minutes-A motion was made by Selectman Murphy and seconded by Selectman Briscoe to approve the minutes of March 23, 2010, carrying. 3-0

Committee Report/Activities-Recommendations-Committee has completed its task except for Town Public Hearing
Dam Repairs-Summer/Fall 2010-Additional severe damage to dam during flooding. Dam is being re-evaluated by Karl Acimovic, PE. And Connecticut DEP
Lease Renewals-Dew Drop Inn/Rosie’s-Leesee would like to demo entire building because it is in such poor structural condition and replace with new structure. DOT is OK with new plan. First Selectman Mullane will go to PZC for their involvement and refer to lawyers for protection for the Town
8. Boombridge Road bridge
State and Federal Funding-Contracts received from State for engineering consultant
9. STEAP Grant applications-Selectmen will revisit project priorities in consideration of recent flooding
10. FY 2009-10 Capital Projects
Old Town Hall Solar Panels (including roof and chimney)-Robin Roohr will attend next week’s meeting to review proposals
11. Pinewoods Road-Kristan Comstock stated that the brook culverts are not big enough, expressed concern on road design.

Special Town Meeting-April 5, 2010-Results-All three items passed but Kristan Comstock spoke on the membership of the Flood and Erosion Control Board, she would like to see a better cross section and was concerned that a concentration of power would be held and would like to see alternate positions added
New Business-
1. Flood Damage Status Report/Repairs Update/ Action Items- Dam and Bridge Flooding, major road damage. Mr. Mullane wanted to take a moment to thank the Highway crew, especially Steve Holliday and Don Hill and the North Stonington Volunteer Fire Company for all of their hard work and support during the flood crisis. He also mentioned Troopers Abely and Fabian and the many volunteers who helped during and after the storm.
