MINUTES-AMENDED

Call to Order-7:00 PM with Selectmen Mullane, Briscoe and Murphy present     


Public Comments and Questions-None presented

Minutes-A motion was made to approve the minutes of May 25, 2010 by Selectman Briscoe and seconded by Selectman Murphy, carrying. 

A motion was made to approve the minutes of May 26, 2010 by Selectman Briscoe and seconded by Selectman Mullane, 2-0-1 carrying with Mr. Murphy abstaining.

A motion was made to approve the minutes of June 1, 2010 by Selectman Mullane and seconded by Selectman Murphy, 2-0-1 carrying with Mr. Briscoe abstaining.

1.   Tribal Issues-Acknowledgement Issues

     Appellate Hearing on Schaghticoke appeal-No report

     Tribal Acknowledgement Additional Appropriation-No action

2.   Subdivision Review and Planning and Zoning Issues-

     PZC Affordable/Incentive Housing regulations-No report

     Milltown Commons-Hearing has begun and was continued into June, meting scheduled for Thursday, June 10th and next meeting Thursday, July 1st.

3.   Permanent School Building Project Committee

A.     School Building Project

         RFQ for Architectural services-Being revised per meeting comments

B.    Permanent School Planning and Building Committee Projects- Flashing on Gymatorium-sent to the Attorney for review of revisions

C.         Middle School/High School Heating System Code Update-Being revised per comments submitted

4.  Town Energy Projects

          Wind farm Project-The project is being continued with private investors

5.  Kingswood/Meadow Wood drainage review-Contractor is continuing work

6.  Affordable Housing Committee-Selectman Murphy will attend the next Committee meeting to discuss

 responsibilities with members

7.  Hewitt property

A.  Committee Report/Activities-Recommendations-Public Hearing June 14th, Wheeler High Media Center

                     Items to include in Hearing package

                           Committee’s recommendation letter

B.  Dam Repairs-Re-Engineering-Temporary repairs will be completed by week’s end

C.  Lease Renewals-Dew Drop Inn/Rosie’s  A motion was made by Selectman Briscoe and seconded by Selectman Murphy to release the Demolition Permit to the contractor’s upon receipt of the (1) Cash Bond, (2) Signed Stipulated Agreement and (3) DOT Encroachment Permit , carrying 2-1 First Selectman Mullane against

8.  Boombridge Road bridge

           State and Federal Funding-No new information

9.   STEAP Grant applications-First Selectman is working on applications

10.  FY 2009-10 Capital Projects

           Old Town Hall Solar Panels (including roof and chimney)-Schedule to begin work June 21st on

              roofing and stanchions and solar panels on July 12th.

11.  Pinewoods Road—Case withdrawn

12.  Board and Commission appointment

     Pawcatuck Neighborhood Center Director Replacement-No action

     Agent for the Elderly and Senior Center Coordinator-Selectmen Murphy and Briscoe to review

   applications

     Permanent School Planning and Building Committee

Appointments to Juvenile Review Board

A motion was made by Selectman Murphy and seconded by Selectman Mullane to amend the agenda to discuss an appointment to the PSPBC, carrying.  3-0  A motion was made by Selectman Mullane and seconded by Selectman Murphy to appoint Steven Aiello to the PSPBC effective July 1st, carrying.  3-0

13.  Budget for FY 2010-2011-Referendum June 7, 2010-APPROVED

15.    North Stonington, Preston, Voluntown, Griswold Town Line Survey

16.    Flood Damage Status Report/Repairs Update/ Action Items-Latest progress report and estimates provided

17.    NSAA Financial Status-No report

New Business-

1.         Tax Refund(s)None presented

2.         Review of Employee Handbook updates-June 22nd with Attorney Kimmel, Union Negotiations next week at 6:00 PM

3.         Appointments to Juvenile Review Board-A motion was made by Selectman Mullane and seconded by Selecman Mullae to reappoint Joe Gross and Jacqueline Kinard to the Juvenile Review Board as requested, carrying 3-0
