Call to Order-Called to order at 7:00 PM with Selectmen Mullane, Murphy and Briscoe in attendance.


Public Comments and Questions-


Minutes-A motion was made by Selectman Murphy and seconded by Selectman Briscoe to approve the minutes of September 7, 2010, carrying. 3-0

1.   Tribal Issues-Acknowledgement Issues

              Schaghticoke appeal to the US Supreme Court-Pending

2.   Subdivision Review and Planning and Zoning Issues-

              PZC Affordable/Incentive Housing regulations-What is PZC status on regulations

              Milltown Commons-What does PZC approval detail

              Affordable Housing Committee-No action

3.   Permanent School Building Project Committee

A.      School Building Project- RFQ for Architectural services-Comments returned from BOE and Superintendent on curriculum

B.      Permanent School Planning and Building Committee Projects

         Flashing on Gymatorium-Bid Results and Funding-Letter sent by Attorney to Contractor on bid default, reviewing 2nd lowest bidder

C.  Middle School/High School Heating System Code Update-Bids are under review

C.  Dew Drop Inn/Rosie’s Status-General Discussion on liquor license request, Selectmen not in favor too much liability.

6.  Boombridge Road Bridge-State and Federal Funding-DOT contract signed and returned

7.  Grants applications/administration-First Selectman Mullane is investigating Gov. Rell’s grants for mowing equipment

8.  Capital Projects-Old Town Hall Solar Panels & FY 2010-11 Projects-Solar Panels are pending C L & P activation

              Pawcatuck Neighborhood Center Director Replacement

              Permanent School Planning and Building Committee

              Inland Wetlands Commission-A motion was made by Selectman Briscoe and seconded by Selectman Mullane to appoint Marvin Chase, Jr. to the Commission, carrying.  3-0

13  North Stonington, Preston, Voluntown, Griswold Town Line Survey-Arranging meeting with Griswold, scheduled with Voluntown for 21st.

14  Flood Damage Status Report/Repairs Update/ Action Items

15. Tax Sales/Foreclosures-Executive Session to discussion town strategy-No Report

16. Purchase Procedures for Consulting Services-Procedure needs more work

 

 

New Business-

1.       Tax Refund(s)-A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve the refund of $35.48 to Richard McCannes, carrying.  3-0

2.       Call of Special Town Meeting

a.       Conservation Easements

b.       Hewitt Property Use Approval-  A motion was made by Selectman Mullane and seconded by Selectman Murphy to forward the list of proposed uses to a Town Meeting on September 27th, carrying. 3-0
