Minutes

 

Call to Order-7:00 PM with Selectmen Mullane, Murphy and Briscoe present.


Public Comments and Questions


Minutes & Correspondence-A motion was made by Selectman Briscoe and seconded by Selectman Murphy to approve the minutes of October 19, 2010, carrying. 3-0

Joint Meeting – Selectmen, Affordable Housing Committee(Michelle Brophy, James Scaramozza, Timothy Pelland, Mary Ann Ricker, and Stella Neves-Elbaum, and Town Planning Enforcement Officer-The Selectmen met with SPZEO Leeming and members of the Affordable Housing Committee to discuss the next steps all parties should be taking.  They discussed affordable housing units and senior housing, grants, the home ownership program, repair program, tax abatements for deed restrictions, eligibility and other Connecticut communities that have programs in place.  It was decided to do a mailing and have an informational hearing on the subject search for grant to North Stonington Affordable Housing Plan.

              PZC Affordable/Incentive Housing regulations as above.

              Milltown Commons-No report

3.   Permanent School Building Project Committee

              A  School Building Project RFQ for Architectural services-Questions on who will pay for study?

B. Permanent School Planning and Building Committee Project- Flashing on Gymatorium-Copy of contract for base bid – working on specifications for alternate specifications.

C.  Middle School/High School Heating System Code Update, Section 3C.

D. School facilities maintenance responsibilities-No report

E. PSBC- New list of projects-No new list from BOE

F. School of Choice-Draft provided by Selectman Briscoe, First Selectman Mullane will get it reviewed before it goes back to school for comments

G. Solar for Schools (grant)-No reply from schools      

4.  Kingswood/Meadow Wood drainage review –Certified payroll received, need final price and waivers completed

5.  Affordable Housing Committee-As above

6.  Hewitt property

A.  Committee Report/Activities-Recommendations-Data collection/ Town Meeting-Waiting on draft Contract for liquor issues

B.  Dam Repairs-Re-Engineering-Draft letter provided for appeal, needs additional work,and letter of support from DEP received

C.  Dew Drop Inn/Rosie’s status-Construction is progressing

7.  Boombridge Road bridge- State and Federal Funding/ Contracting-Action is with the State of Rhode Island to sign a contract

8.  Grant applications/administration-No report

9.  FY 2009-10 Capital Projects-Old Town Hall Solar Panels & FY 2010-11 projects-Installed/on line/audit pending

10.  Pinewoods Road-No report
