MINUTES

 

Call to Order-7:00 PM with Selectmen Mullane, Murphy and Briscoe present.  Brian Rathbun, Grindstone Hill Road was asking about $60 Transfer Station Sticker charge, wanted to express his displeasure and ask the Board to reconsider and rescind their decision to charge.


Public Comments and Questions

Minutes –A motion was made by Selectman Murphy and seconded by Selectman Briscoe to approve the minutes of June 22, 2010 as presented, carrying. 3-0

3.   Permanent School Building Project Committee

A.       School Building Project

                        RFQ for Architectural services-To Board of Education and Ad Hoc Committees for review and comments

B.       Permanent School Planning and Building Committee Projects- Flashing on Gymatorium-Specs are back with architect--First Selectman Mullane is pursuing a sheathing alternate

C.          Middle School/High School Heating System Code Update-First Selectman Mullane is completing the package for bid

D.       School facilities maintenance responsibilities-No report

4.  Kingswood/Meadow Wood drainage review –Installation of piping continues

5.  Affordable Housing Committee-The Committee has found a need for affordable housing in North Stonington, especially Senior Housing, would like to present findings to PZC to get their reaction and comments.  There are definitely issues to be explored, procedures for senior housing communities, affordable housing regulations, and design standards for affordable housing, how there can be incorporated into PZC Regulations.  The size of land to support these communities and the issue of the Town possibility of buying and converting these homes into the affordable housing category.

                                A.  Committee Report/Activities-Recommendations-Survey is active thru July 31st

                                B.  Dam Repairs-Re-Engineering-Pending DEP comments on re-engineering

                                State and Federal Funding-Pending meeting next week with Westerly, RI, State of Rhode Island, State of Connecticut and North Stonington, CT

8.   STEAP Grant applications-Application deadline July 20, 2010-First Selectman Mullane is working on package

9.  FY 2009-10 Capital Projects

                                Old Town Hall Solar Panels (including roof and chimney)-Schedule has been moved up to install panels the week of July 19th, roof and boots installation is complete.

11.  Board and Commission appointment-No Action

12.     Budget for FY 2010-2011-Insurance, Transfers and Additional Appropriations 2009-10-A motion was made by Selectman Mullane and seconded by Selectman Briscoe to request an additional appropriation to FY 2010-11 for the completion of the 2010 DUI Grant for the State Police in the amount of $16,128, carrying.  3-0

A motion was made by Selectman Mullane and seconded by Selectman Murphy to request a transfer of $2,200 from Selectmen’s Expenses line item to Annexation-$1,100 and Tribal Recognition-$1,100.

14.     North Stonington, Preston, Voluntown, Griswold Town Line Survey-No report

15.     Flood Damage Status Report/Repairs Update/ Action Items

16.     NSAA Financial Status-No report

17.     Employee Handbook Review and Acceptance-A motion was made by Selectman Murphy and seconded by Selectman Briscoe to accept the changes and amendments to the Employee Handbook, carrying.  3-0

New Business-

1.          Tax Refund(s)-None presented

2.          OSCE Inspection Report Update-Nita Kincaid, Bob Fleury and Bill Ricker gave a report on the conservation easements activities.  The Committee addressed eleven properties that are open to townspeople (others are of the type not open to the public).  The Committee, in some instances, favors fees in lieu of property not within the Town Plan.  Consider giving up some of the easements that are of no value and should be terminated.  Giving up conservation easements is difficult, will need to have easements marked so monitoring can be done.

3.          Highway Collective Bargaining Agreement-A motion was made by Selectmen Mullane and seconded by Selectman Murphy to accept the negotiated terms for the CBA for the Highway Department unit as presented, carrying. 3-0

4.          Request to Release the YMCA Reverter Clause-First Selectman Mullane will send a letter to prefer funds in lieu of Conservation Easement.
