Executive Session-6:00 PM-Convened at 6:00PM with all Selectmen present and Stephen Holliday, Highway Foreman, Donald Hill, Assistant Foreman, and Robin Roohr, Selectmen’s Assistant.
Union Negotiations 2010 with benefits discussion-The group discussed upcoming union negotiations and impacts on the budget. No action was taken and the session adjourned at 7:07 PM
Regular Meeting
Call to Order-The regular meeting was called to order at 7:08 PM with Selectman Mullane, Briscoe, Murphy, Stephen Holliday, Don Hill, and Robin Roohr present.

Minutes-Tabled
Board adjusted the agenda to discuss the FY 2010-11 budget with staff present. General discussion of capital equipment and options, Transfer Station stickers, bulky waste and new scales; due to be in place for July 1st. Assistant Foreman Hill will do calculations of tonnage of bulky waste with the assistance of Pat Lafayette, PE, to determine charges for bulky waste disposal. The Board reviewed finance options for capital including borrowing and leasing options. Staffing levels were reviewed and the Board thanked staff for input.

1. Tribal Issues –A letter will be sent from North Stonington, Ledyard, and Preston to House Resources Chair Randall regarding lack of local comment opportunities by municipalities impacted by trust acquisition for tribes.

Town of North Stonington Aquifer Protection Agency-An ordinance is required for protection of SCWA well site acquifer zone, First Selectman Mullane will discuss with PZC if an Ordinance is necessary or designate if a deed restriction would be better.

Lease Renewals-Dew Drop Inn/Rosie’s-Lease renewal received, will contact attorney

State and Federal Fund in RI MOU signed by Westerly and ConnDOT; ConnDOT is rewriting Town/State agreement
9. STEAP Grant applications-Selectman Mullane will prepare grant applications
10. FY 2009-10 Capital Projects
Old Town Hall Solar Panels (including roof and chimney)-Grant Award signed and returned to State
11. DEP Millings Testing Results-Testing done, report pending
12. Pinewoods Road-No new data, Court date set for sometime in May
13. Request of YMCA to release interest in land on Button Road-No action
14. North Stonington Ambulance Financial Status-Letter sent to NSAA no additional funding will be allowed this year, and no budget increases for FY 2011

Water Pollution Control-A motion was made by Selectman Murphy and seconded by Selectman Mullane to appoint Candy Palmer to the Water Pollution Control Authority, carrying. 3-0

18. North Stonington, Preston, Voluntown, Griswold Town Line Survey-All towns but Griswold have agreed on Towne Engineering maps of corrected boundary lines, First Selectman Mullane will contact Griswold for answer.
