Call to Order-7:00 PM with Selectmen Mullane, Briscoe and Murphy present


Public Comments and Questions-Pat Lewis, Boombridge Road, questioned benefits for teacher’s retirement

Minutes-A motion was made by Selectman Briscoe and seconded by Selectman Murphy to approve the minutes of March 2, 2010, carrying.  3-0

     Old Business-

1.   Tribal Issues-Acknowledgement Issues-No report

     Appellate Hearing on Schaghticoke appeal-No decision by Appellate Court, on rehearing of case

     Tribal Acknowledgement Additional Appropriation

2.   Subdivision Review and Planning and Zoning Issues-

     PZC Affordable/Incentive Housing regulations-First Selectman Mullane will draft letter to PZC on Affordable Housing and Incentive Housing regulations requesting joint meeting.

     Milltown Commons-No new data

     Town of North Stonington Aquifer Protection Agency-Selectman Mullane to talk to PZC

3.   Permanent School Building Project Committee

A.     Permanent School Planning and Building Committee Projects- Flashing on Gymatorium-Status of RFP

B.         Middle School/High School Heating System Code Update-Pending meeting on March 30th with AdHoc PSPBC on building project

4.   Town Energy Projects

          Wind farm Project-Selectman Mullane informed the Board that a group of investors/developers are considering taking over the Wind Project development on Wintechog Hill Road

5.   Kingswood/Meadow Wood drainage –Both job were started on March 8th

6.  Affordable Housing Committee-Minutes and agendas were provided to the Board for information

7.  Hewitt property

           Committee Report/Activities-Recommendations-No report

           Dam Repairs-Summer/Fall 2010

           Lease Renewals-Dew Drop Inn/Rosie’s-Contractors have begun work to complete the building renovations

8.  Boombridge Road bridge

           State and Federal Funding-Expecting MOU to be from RI returned by the end of March, and Selectman Mullane is working on RI contract with RIDOT

9.   STEAP Grant applications-No new data

10.  FY 2009-10 Capital Projects

           Old Town Hall Solar Panels (including roof and chimney)

11.  Pinewoods Road-Meeting held with lawyers on settlement and meeting with engineers is scheduled to finalize design

12.  North Stonington Ambulance Financial Status-No response to Selectmen’s letter on funding

15.  Board and Commission appointments-None presented

16.  Budget for FY 2010-2011-Approval to forward to the Board of Finance-After general discussion and review the Board agreed on the following

                Operating     $4,138,115    decrease of $11,726

                Redemption   $931,725     decrease of $77,650

 

                Capital      $380,650     increase of  $60,400

                NET REDUCTION                   $28,976

16.    Ethics Policy-No action

17.    North Stonington, Preston, Voluntown, Griswold Town Line Survey-No progress, Griswold Board of Selectmen has not acted on acceptance to date

New Business-

1.   Tax Refund(s)-A motion was made by Selectman Murphy and seconded by Selectman Mullane to refund $750.00 to Ethel Mason, carrying.  3-0
