Executive Session-6:42 PM with Selectmen Mullane, Briscoe and Murphy. Also in attendance were Attorney Eileen Duggan, Steve Holliday and Robin Roohr.
The Board of Selectmen, together with Attorney Eileen Duggan, Highway Foreman Steve Holliday, and Administrative Assistant Robin Roohr went into executive session for the purpose of discussing strategy and/or negotiations with respect to collective bargaining concerning the Steelworkers bargaining unit. This action is taken without prejudice to the Board's right to discuss these matters in a private meeting pursuant to Connecticut General Statutes §1-200(2).
The session adjourned at 7:22 PM, no action taken.

Call to Order-7:27 PM with Selectmen Mullane, Murphy and Briscoe present.
Public Comments and Questions-Pat Lewis, Boombridge Road would like more electronic speed radar signs, wants some to move signs around and in Clarks Falls Road, would like Boombridge Road Bridge construction expedited.
Minutes-A motion was made by Selectman Murphy to approve the minutes of June 8th , seconded by Selectman Briscoe, carrying. 3-0

1. Tribal Issues-Acknowledgement Issues
Appellate Hearing on Schaghticoke appeal-Appeal has been filed with United States Supreme Court
Tribal Acknowledgement Additional Appropriation-There are some charges outstanding, Selectman Mullane trying to get advanced billing
2. Subdivision Review and Planning and Zoning Issues-
PZC Affordable/Incentive Housing regulations-No new information
Milltown Commons-Hearing extended thru July 1st
3. Permanent School Building Project Committee
A. School Building Project
RFQ for Architectural services—Sent to Board of Education and /Chairman Carlson, Ad Hoc School Building Committee for comments
B. Permanent School Planning and Building Committee Projects- Flashing on Gymatorium-Sent to lawyer should be available for next meeting
C. Middle School/High School Heating System Code Update-Should be ready for next meeting
D. School facilities maintenance responsibilities-to be taken up with Board of Education and Finance, get a memo of understanding between Selectmen and Board of Education. Selectman Briscoe will draft.
4. Town Energy Projects
Wind farm Project-No report
5. Kingswood/Meadow Wood drainage review-Work progressing
6. Affordable Housing Committee-Will be invited into future Selectmen’s meetings
7. Hewitt property
A. Committee Report/Activities-Recommendations-Public Hearing was held June 14th, at the Wheeler High Media Center-Hearing favorable Selectmen looking on how they can get more input from survey.
B. Dam Repairs-Re-Engineering-Meeting scheduled with FEMA for direction
C. Lease Renewals-Dew Drop Inn/Rosie’s-
o Stipulated Agreement signed and received
o Cash Bond Received and Deposited in bank--$150,000
o DOT Encroachment Permit received
o Hazardous Waste Inspection clearance documentation received on building
o Building drawings and building permit application submitted to Buildings Officials
o First Selectman Mullane commented that as far as he is concerned all of his issues have been satisfied and he fully supports the demo and replacement of the building
8. Boombridge Road bridge
State and Federal Funding-Working with CT and RI DOTs to resolve final contract.
9. STEAP Grant applications-First Selectman is working
10. FY 2009-10 Capital Projects
Old Town Hall Solar Panels (including roof and chimney)—Roof scheduled for June 28th, Solar panels July 12th.

Permanent School Planning and Building Committee-A motion had previously been made at the June 8th Selectmen’s meeting, by Selectman Mullane and seconded by Selectman Murphy to appoint Steven Aiello to PSPBC, as of July 1st, carrying. 3-0
Appointments to Juvenile Review Board-Action taken at a previous meeting.
13. Budget for FY 2010-2011-Insurance-Selectman Mullane is investigating, and items to Board of Finance as follows:

16. Flood Damage Status Report/Repairs Update/ Action Items-Selectmen updated on meeting with FEMA
17. NSAA Financial Status-A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve transfer and forward to the Board of Finance the request of $1610 from NSAA Capital to Operating, carrying 3-0 The Board did not support Additional Appropriation of $10,390 requested.
New Business-
1. Tax Refund(s)-A motion was made by Selectman Mullane and seconded by Selectman Briscoe to approve a tax refund to Warren Sidle, Jeremy Hill Road in the amount of $10.23, carrying. 3-0
2. Review of Employee Handbook updates-7:00 PM next week with Hinda Kimmel.
3. Fireworks works for North Stonington Agricultural Fair-A motion was made by Selectman Mullane and seconded by Selectman Murphy to approve the fair request for fireworks on July 9th from the Hewitt property, carrying 3-0
