Call to Order-Called to order at 7:00 PM with Selectmen Mullane, Briscoe and Murphy present


Public Comments and Questions


Minutes-A motion was made by Selectman Briscoe and seconded by Selectman Murphy to approve the minutes of the August 24, 2010 Selectmen’s meeting, carrying.  3-0

Correspondence

·       OPM Criminal Justice Report

·       ZBA vs. PZC Settlement Agreement

·       CT Clean Fuel and Vehicle Expo invitation

·       PZC Public Hearing Notice

·       BOE FY 2009-10 Unexpended Funds projection of $91,193.91

Executive Session:  A motion was made at 7:10 PM by Selectman Briscoe and seconded by Selectman Murphy to enter an Executive Session to discuss personnel matters and the Main Street Village bridges contracts, carrying.  3-0

3.       Senior Center Coordinator Hiring

A motion was made at 7:22 PM to exit the Executive Session by Selectman Briscoe and seconded by Selectman Murphy, carrying.  3-0  A motion was made by Selectman Briscoe and seconded by Selectman Murphy to retain WMC Engineers for Phase I of the Village Main Street bridges project, for a contract not to exceed  the cost of $70,191.57, carrying,   3-0


Old Business-


1.   Tribal Issues-Acknowledgement Issues-Issue with  process of taking land in Ledyard into trust and not involving towns in the environmental review process.

              Schaghticoke appeal to the US Supreme Court-No report, Court is in recess until October

2.   Subdivision Review and Planning and Zoning Issues-No report

              PZC Affordable/Incentive Housing regulations              Milltown Commons-PZC still in deliberations

              Affordable Housing Committee—General Discussion with Committee members on issues to address and resolution revisions

3.   Permanent School Building Project Committee

A.      School Building Project- RFQ for Architectural services-Still with BOE

B.      Permanent School Planning and Building Committee Projects-Selectmen will send a letter to BOE regarding project list update

         Flashing on Gymatorium-Bid Results and Funding-Contractor requoted work, now in default, will turn matter to lawyer, will look at next lowest bidder.

C.  Middle School/High School Heating System Code Update.-Bids due September 7th

D. School facilities maintenance responsibilities

E.  PSPBC BOE Work List-Pending BOE action

4..  Kingswood/Meadow Wood drainage review –Paving scheduled for Friday

5..  Hewitt property

                            A.  Committee Report/Activities-Recommendations/Town Meeting

                             B.  Dam Repairs-Re-Engineering

              C.  Dew Drop Inn/Rosie’s Status-Board agreed to release $100,000 from bond

6..  Boombridge Road Bridge-State and Federal Funding-Progress made, DOT has final contract in review.

New Business-

Board reconvened Executive Session at 9:50 PM with a motion by Selectman Briscoe and a second by Selectman Murphy, carrying.  3-0, the Board exited the session at 10:25 PM.  The Board agreed to hire Steven Green for the vacant position at the PW Highway/
