Call to Order-Called to order at 7:00 PM with Selectmen Mullane, Murphy and Briscoe present.


Public Comments and Questions


Minutes-A motion was made by Selectman Briscoe and seconded by Selectman Murphy to approve the minutes of July 27, 2010, carrying.  3-0

1.   Tribal Issues-Acknowledgement Issues

              Appellate Hearing on Schaghticoke appeal-No report

2.   Subdivision Review and Planning and Zoning Issues-

              PZC Affordable/Incentive Housing regulations-No report

              Milltown Commons-Hearing has closed, Commission is now in deliberations.

3.   Permanent School Building Project Committee

A.      School Building Project

                      RFQ for Architectural services-With BOE for action

B. Permanent School Planning and Building Committee Projects

         Flashing on Gymatorium-Got quote on alternate/bid opening is on Friday on masonry fix.

C.  Middle School/High School Heating System Code Update, bids are out, site walk done.

D. School facilities maintenance responsibilities

A.  Committee Report/Activities-Recommendations-Survey response is good, completed surveys still being received

              Pawcatuck Neighborhood Center Director Replacement-No action

              Agent for the Elderly and Senior Center Coordinator-Three interviews on Thursday and one next week

              Permanent School Planning and Building Committee-No action

              Conservation Commission-No action

              Inland Wetlands Commission-A motion was made by Selectman Mullane and seconded by Selectman Murphy to rescind the appointment of Niki Provatas due to name confusion and appointing Anastas Provatas to fill the term that will expire in April, 2013, carrying, 3-0.

12.  Budge-2009-10 Close-Out –A motion was made by Selectman Murphy to request a transfer for last fiscal year from Workers’ Compensation in the amount of $4,382 to the Town Attorney Line item, seconded by Selectman Mullane,

carrying, 3-0

FY 2010-2011-No report

13  Ethics Policy-No report

14  North Stonington, Preston, Voluntown, Griswold Town Line Survey-No activity

15  Flood Damage Status Report/Repairs Update/ Action Items-Working with FEMA on the appointment procedure of an architectural and engineering consultant.

New Business-

1.         Tax Refund(s)-A motion was made by Selectman Murphy and seconded by Selectman Briscoe to approve a tax refund in the amount of $3191.30, to James and Sharon Ivey of Miller Road carrying.  3-0

2.         Call of Special Town Meeting-DRAFT

a.       Generator Grant-Additional Appropriations $25,000-A motion was made by Selectman Mullane and seconded by Selectman Briscoe to request the $25,000 additional appropriation to expend for the DEMHS grant to line item CC3.28, carrying.  3-0

b.       FEMA Funding

3.         Tax Sales/Foreclosures-Executive Session to discussion town strategy-No report

4.         Purchase Procedures-Discussion on adopting policy for consulting services, sample provided, no action taken.
