Call to Order-Meeting was called to order at 7:00 PM with Selectmen Mullane, Briscoe and Murphy present
Public Comments and Questions-None
Minutes –A motion was made by Selectman Mullane and seconded by Selectman Murphy to approve the minutes of January 19, 2010, carrying. 3-0

1. Tribal Issues
Response to letters on Senate Bill S1703-No response to Senator Dodd. Letter of BIA to Congress on Trust Issues and the Supreme Court decision and how BIA had interpreted and administered Trust Land requests.
Appellate Hearing on Schaghticoke appeal, No decisions by Court
Tribal Acknowledgement Additional Appropriation- No action needed
2. Subdivision Review and Planning and Zoning Issues-
PZC Affordable/Incentive Housing regulations-Being developed by PZC
Milltown Commons-Westerly Hospital issued certificate of need by CT DPH for new proposed clinic at Route 2 and Route 184, North Stonington Properties, clinic to open by end of 2010.
Review of Affordable Housing applications/Meadow Court –PZC still deliberating but Hearing is closed to public comments

3. Permanent School Building Project Committee
A. Permanent School Planning and Building Committee Projects- Flashing on Gymatorium-Selectman Mullane to get comments from Attorney Eppinger on CIRMA comment on AIA Contract revisions
B. Middle School/High School Heating System Code Update-No report
4. Town Energy Projects
Wind farm Project-Town did not receive grant from US Department of Energy
5. Kingswood/Meadow Wood drainage review –Selectman Mullane will meet with contractors and finalize documents
6. Affordable Housing Committee-First Committee meeting scheduled for Thursday
7. Hewitt property
Committee Report/Activities-Recommendations-Email has been sent to Committee requesting to have them finalize recommendations by Annual Town Meeting
Dam Repairs-Summer/Fall 2010-Need additional DEP input on Flood Plain and Diversity impact
Lease Renewals-Dew Drop Inn/Rosie’s-Permits should be issued by early next week
8. Boombridge Road bridge
State and Federal Funding-Selectman Mullane is working on last funding arrangements
9. STEAP Grant applications-No report to date
10. FY 2009-10 Capital Projects
Old Town Hall Solar Panels (including roof and chimney)-No report
11. DEP Millings Testing Results-No new information
12. Pinewoods Road-No report
13. Request of YMCA to release interest in land on Button Road-No report
14. North Stonington Ambulance Financial Status-Budget for FY 2010-11 received, President Elias will be attending next week’s meeting to review budget and financial status

16. Budget for FY 2010-2011-REc Director Hines presented the budget for Recreation Commission, he is struggling with wash program reporting which appear to inflate the budget. Difficult to estimate participation in programs, budget shows increase but revenues increase as well to offset. Wages increases were reviewed.
17. Ethics Policy
New Business-
1. Tax Refund(s)-A motion was made b Selectman Mullane to refund $59.96 and $232.20 to GMAC, seconded by Selectman Murphy, both refunds carried. 3-0
2. Formation of a Flood and Erosion Control Board-- Connecticut General Statutes 25-84-General Discussion on options:
1. Assign Function to Wetlands Commission
2. Assign Function to Selectmen
3. Board Comprised of Selectmen and Chairs of Wetlands and Conservation Commissions
Selectmen were favorable to option 3, Selectman Mullane will discuss with Commissions.
Public Comments and Questions-A request was made that the vehicles at the Transfer Station be shut off when not in use for health and safety reasons.
