Call to Order-7:00 PM with Selectmen Mullane, Murphy and Briscoe


Public Comments and Questions-None presented

Minutes-A motion was made by Selectman Briscoe and seconded by Selectman Murphy to approve the minutes of April 27, 2010, carrying 3-0

2.   Subdivision Review and Planning and Zoning Issues-

     PZC Affordable/Incentive Housing regulations-No report

     Milltown Commons-No new application to date

     Town of North Stonington Aquifer Protection Agency (APA) Program-Will be referred to future Town Meeting with PZC as responsible Commission

3.   Permanent School Building Project Committee

A.     School Building Project-No date set for joint meeting with BOF, BOE and BOS

B.    Permanent School Planning and Building Committee Projects- Flashing on Gymatorium-No report

C.         Middle School/High School Heating System Code Update-Pending funding decision as to whether approximate $500,000 project will be included in FY 2010-11 budget

4.   Town Energy Projects

          Wind farm Project-No report

5.   Kingswood/Meadow Wood drainage review- Contractor working to finish the drainage piping at intersection of Old Colony and Kingswood Drive

6.  Affordable Housing Committee-Selectmen want Committee to report to Board prior to going to PZC

7.  Hewitt property-Madeline Jeffery stated she was disappointed with the process and commented that she would like to see public comment on demolition and rebuilding on Dew Drop and to hold a Public Hearing.   First Selectman Mullane made a motion to call a Public Hearing for next Tuesday at 6:30 PM for public input, seconded by Selectman Murphy, carrying.  3-0  Board discuss amount of bond and decided to request $150,000.

           A.  Committee Report/Activities-Recommendations

           B.  Dam Repairs-Re-Engineering-Karl Acimovic will report to the Board next Tuesday

     C.  Lease Renewals-Dew Drop Inn/Rosie’s-PZC will hear request from Selectmen in regard to CGS 8-24 on Thursday and will conduct a site plan review of proposed new building and site arrangement.

8.  Boombridge Road bridge-Waiting for State contract

           State and Federal Funding

9.   STEAP Grant applications-No report

10.  FY 2009-10 Capital Projects

           Old Town Hall Solar Panels (including roof and chimney)-Chimney work is completed, roofing and panel contracts awarding, tentative start date of May 17th.

11.  Pinewoods Road-First Selectman Mullane site preliminary engineering report that Glade Brook culvert will have to be enlarged to two 4 x 8 culverts, pending final report.

12.  North Stonington Ambulance Financial Status-Brian Elias and Larry Southwick addressed Board for additional funding, of $30,000.

15.  Board and Commission appointment-No action

     Pawcatuck Neighborhood Center Director Replacement

     Agent for the Elderly and Senior Center Coordinator

16.       Budget for FY 2010-2011-Selectmen agreed to increase budget for NSAA by $12,000, but would not agree to $30,000 request.

17.        Ethics Policy-No report

16.   North Stonington, Preston, Voluntown, Griswold Town Line Survey-No report

18. Flood Damage Status Report/Repairs Update/ Action Items-Highway Foreman Steve Holliday and engineer are working on temporary repair for Hewitt property dam, will report next week, FEMA is expected by late this week or early next week to conduct Phase 2 damage reports and estimates.

New Business-

1.         Tax Refund(s)-None presented

2.         Senior Center Coordinator/Agent for the Elderly-It was agreed to hire Teresa Pensis on a temporary basis, but job will be advertised and there will be a selection review process and Ms. Pensis will be encouraged to apply.

3.         Watermark Café-Information was supplied to Selectmen to abate taxes due to damage by flood, Selectmen agreed.
