DRAFT MINUTES

Call to Order-7:00 PM with Selectman Briscoe, Murphy and Mullane present. 


Public Comments and Questions


Presentation by Connecticut DOT Representative in attendance were Mary Baker, Patrick Warzecha, Michael Washington, and Carl Nelson from ConnDOT on Repairs and Renovations to: 


Routes 184-Scheduled for 2010 start, full replacement and will be raised 2.5 feet and widened in order to increase flow, a detour will be required to Routes 49, 617, and 2.

Route 49-Pilings have been fixed and no other work is scheduled

Clarks Falls Road, (216)-Repair will require a detour, discharge side has been severely undermined.  July/August work schedule, an emergency repair contractor has already been chosen and scheduled.

Minutes-A motion was made by Selectman Murphy and seconded by Selectman Briscoe to approve the minutes of May 18, 2010, carrying.  3-0

2.   Subdivision Review and Planning and Zoning Issues-

       PZC Affordable/Incentive Housing regulations-General Discussion

       Milltown Commons-New application has been filed

3.   Permanent School Building Project Committee

A.     School Building Project-Joint meeting scheduled for May 26th

B.     Permanent School Planning and Building Committee Projects- Flashing on Gymatorium-No report

C.          Middle School/High School Heating System Code Update-Specifications are being developed for RFPs

4.  Town Energy Projects

             Wind farm Project-No report

5.  Kingswood/Meadow Wood drainage review-Waiting on contractors repair plan

6.  Affordable Housing Committee-received a large amount of data from previous data now working on out reach to community, got draft of brochure not ready for release to us proactive approach vs forced method.  Requested to support to require 20% of affordable housing from PZC

7.  Hewitt property

              A.  Committee Report/Activities-Recommendations-Hearing is scheduled for June 14, 2010

              B.  Dam Repairs-Re-Engineering-Karl Acimovic is working with DEP on temporary repairs

       C.  Lease Renewals-Dew Drop Inn/Rosie’s-Bond, Stipulated Agreement are still pending

8.  Boombridge Road bridge

              State and Federal Funding-Connecticut/Rhode Island Contract at end of next week

9.   STEAP Grant applications-No report-Selectman Murphy asked about project submission deadline

10.  FY 2009-10 Capital Projects

              Old Town Hall Solar Panels (including roof and chimney)

11.  Pinewoods Road-Stop work Court action withdrawn b resident

12.  Board and Commission appointment

       Pawcatuck Neighborhood Center Director Replacement-No action

       Agent for the Elderly and Senior Center Coordinator-Advertised for replacements

13.  Budget for FY 2010-2011-Hearing Results-Town Meeting was held Monday, all item voted upon passed, budget questions will be forwarded to referendum on June 7th.

14.     Ethics Policy-No report

15.     North Stonington, Preston, Voluntown, Griswold Town Line Survey-No report

16.     Flood Damage Status Report/Repairs Update/ Action Items-Bridge on Main Strret in front of Town Halls is falling apart, FEMA has been in to review filing and State Historic Preservation office has been informed.

17.     NSAA Financial Status-Draft will be sent to Selectmen for review and comments.

New Business-

1.          Tax Refund(s)-None presented

2.          Additional Appropriation for School Facilities Boilers Replacement-No action doing RFP to get price list

3.          Review of Employee Handbook updates-Tabled for later meeting.
