Call to Order-7:03 PM with Selectmen Mullane, Ricker, and Murphy present
Public Comments and Questions-None presented
Minutes-A motion was made by Selectman Ricker and seconded by Selectman Murphy to approve the minutes of April 14, 2009, carrying.  3-0
A motion was made by Selectman Ricker and seconded by Selectman Murphy to approve the minutes of April 21, 2009, carrying.  3-0

B.      Permanent School Planning and Building Committee Projects-Received letter from Dr. Pukas, Steve Aiello, Chairman of the PSPBC, reported on the gymatorium leak and repair options, CLA Engineering is doing design estimate.
C.      Middle School/High School Heating System Code Update-No report
4.   Town Energy Projects-Jack Cunningham, NXEGEN gave a proposal on energy savings for town buildings thru equipment upgrades. First Selectman Mullane will check if contract will require a disclaimer.
                Electrical Rate Bids-Consensus to go with Glacial Energy on a month to month basis based on approval by auditor of electronic payments and requirements for Selectmen’s staff
                Wind farm Project-Selectman Ricker made a motion to hire CADMUS for $3,000, to be paid from B24.00, Selectmen’s Engineering, seconded by First Selectman Mullane, carrying.  3-0
5.   Town Hall Improvements-Door installation will begin tomorrow
6.  Kingswood/Meadowwood drainage review-No report
7.  Affordable Housing Committee-No report
8.  Hewitt property
                Dam Repairs-Design progressing
                Lease Renewals-Mark Perkins, Sr. was in to discuss lease and donation amount for use of hayfields and he was advised to remit to the Town a fair offer for haying the fields
9.  Boombridge Road bridge-Design consultant meeting scheduled for May 8th
10.   FY 2009-2010 Budget-No new data
        FY 2008-09 Budget Close Out-Information on givebacks provided to BOF
11.   2009-2010 Legislative Agenda-Sent to Andy Maynard and Diana Urban with list of latest new State mandates
12    STEAP Grant applications-No new information
13.  Stimulus Grants Application-$40,092 earmarked for North Stonington from Stimulus Grant, for energy projects
       New Business
        1.    Cemetery Association Request-The Selectmen feel the Town should wait for restitution funds receipt before awarding the work
        2.    EDC Membership replacement by party affiliation-General Discussion, no action
        3.   Open Space and Conservation Easement Enforcement on town land/easements-Deferred
        4.   CIRMA Insurance proposal on Hewitt Property and Three Year Rate proposal-Selectman Mullane made a motion to approve the proposal with a municipal disclaimer, seconded by Selectman Murphy, carrying.  3-0
        5.   Tax Refund-A motion was made by Selectmen Ricker and seconded by Selectman Mullane to approve a tax refund for Peter Hartley in the amount of $97.86, carrying.  3-0
        6.   Review Highway Vacancy/Highway (Executive Session)-No action
        7.   Water Pollution Control Authority vacancy-A motion to appoint Robert Boissevain to the Authority, by Selectman Mullane, seconded by Selectman Murphy, carrying 3-0
        8.   Public Safety Contract (Resident Troopers)-Deferred to Town Meeting action
