Call to Order-7:00 PM with Selectmen Mullane, Ricker and Murphy present.
Public Comments and Questions
Minutes-A motion was made by Selectman Ricker and seconded by Selectman Mullane to approve the minutes of March 31, 2009, carrying.  2-0-1  Selectman Murphy was not at the meeting  last week

        Letters to Congress on Trust Land-Letters were sent, attempting to arrange meetings

A.      Activities/membership-Ad Hoc Committee-No report
B.      Permanent School Planning and Building Committee Projects-List received but it appears items missing, Selectman Mullane will reconfirm with PSPBC
C.      Middle School/High School Heating System Code Update-Pending report from Scott Learned
4.   Town Energy Projects
                Electrical Rate Bids-Not all requested quotes have been received
                Wind farm Project-Jack Johannemann briefing on status of grants, aid, funding and legislative incentives available for electrical wind incentives and use, only four turbines will fit on site 1.65 Mw each.  Selectman Mullane will also ask Scott Learned for estimate for consulting work to evaluate wind project
5.   Town Hall Improvements-No new data
6.  Kingswood/Meadowwood drainage review –No new data
7.  Affordable Housing Committee—No report
8.  Hewitt property
                Dam Repairs-Tree cutting has begun and looks to be ahead of schedule
9.  Boombridge Road bridge-No report
10.   FY 2009-2010 Budget-Newest estimates from Hartford, loss of another $225 K in State aid
11.   2009-2010 Legislative Agenda-Action item to write letter of wants and nots
12    STEAP Grant applications-No new data
13.  Stimulus Grants Application-Engineering shows Garage not a good location and other locations more complex and expensive, agreed to withdraw stimulus funding request from State.
        14.  Special Town Meeting issues-April 6, 2009-All items on agenda passed.
New Business
        1.    CT Municipal Consortium for Fiscal Responsibility-Selectman Mullane made a motion to join the consortium seconded by Selectman Ricker, carrying. 3-0  The Board will also encourage the Board of Finance to join as well.
        2.    Cemetery Association Request-The Board had questions on restitution timetable and amounts.
Public Comments and Questions
        The Board questioned schedule of Highway and Transfer Station with proposed budget cuts, also wondered about Troopers’ overtime and scheduling.  Selectman Mullane will contact the Troopers’ Sergeant for information.
