     MINUTES of MEETING

 

Call to Order-7:00 PM with Selectmen Mullane, Murphy and Ricker present

Public Comments and Questions-Pat Lewis, Boombridge Road, questioned progress on Spaulding Bridge.  Mr. Mullane told her that contractor is waiting for cast sections.  She concluded that progress and performance is unacceptable.

Minutes-A motion was made by Selectman Mullane and seconded by Selectman Murphy to approve the minutes of June 2, 2009, carrying.  3-0.

A motion was made by Selectman Mullane and seconded by Selectman Murphy to approve the minutes of June 8, 2009, carrying.  2-0-1

      Letters to Congress on Trust Land-Selectman Mullane is working on draft

2.   Subdivision Review and Planning and Zoning Issues-No report

3.   Permanent School Building Project Committee

A.    Activities/membership-Ad Hoc Committee

                  List of Projects-

                  Student Projects-Project has been approved by PZC and application has been submitted for building project.

B.  Permanent School Planning and Building Committee Projects- Joint meeting with PSPBC, Selectmen, and Board of Education has been scheduled.

C.  Middle School/High School Heating System Code Update-Completed

4.   Town Energy Projects

            Electrical Rate Bids-Selectman Mullane will request update from Santa Energy

            Wind farm Project-Meeting is scheduled with Governor’s office on Friday

5.   Town Hall Improvements-Door is completed pending installation

6.  Kingswood/Meadowwood drainage review –No report

7.  Affordable Housing Committee-Will be meeting to rev iew Selectmen’s items

8.  Hewitt property

            Committee Report-Selectman Ricker will draft a letter to the Committee

            Dam Repairs-DEP permitting process with be the controlling factor

            Lease Renewals-Dew Drop Inn/Rosie’s-General discussion, draft letter, will be sent to Attorney        Eppinger for comments

9.  Boombridge Road bridge

            State and Federal Funding-First Selectman Mullane will revise letter to BOF

            Meeting with Town of Westerly-Presentation went well with

            Engineering presentation by Brian McGovern, Transystems

10.   FY 2009-2010 Budget

      FY 2008-09 Budget Close Out-Working on close, will report progress next week

11.   2009-2010 Legislative Agenda-Working on list

12    STEAP Grant applications-No news

13.  Stimulus Grants Application-No news

               New Business-

      1.  NSAA-Year End Close Out-Additional Appropriation/Transfer-Limit close out to previous quote of $2,975

      2.  FY 2009-10 Capital Projects

                  Walking Floor Trailer purchase-General discussion, Selectmen would like additional quotes

                  Old Town Hall Painting-No action

                  Old Town Hall Solar Panels (including roof and chimney)-No action

                  Senior Center Repairs-$2500 quote look OK for the four pillars in the front of the building

      3.   North Stonington Probate Court-It was announced that the North Stonington Probate Court will close late next year and our Town will be consolidated into a district with Ledyard, North Stonington, Stonington and Groton with the Court located in Groton.  QUESTION:  What is the best for our Town?  First Selectman Mullane will ask Judge Pensis for her ideas and opinions.

      4.   NSVFC Fire Station Grant update-President Shabunia from the VFC explained the progress, asked to be able to state that Selectmen will support grant in narrative.

      5.   NSVFC Sale of Engine #1-Town will attempt to sell first without an agent.

      6.   Ad Hoc Committee for Conservation Easement Inspection-The Committee is fine as it stands.

      7.  New Transfer Station hours of Operation-Selectmen review and Mr. Holliday will proceed with change over including signage and newspaper notices with the SCRRRA.
