MINUTES
Call to Order-7:03 PM with Selectmen Mullane, Ricker and Murphy present.
Public Comments and Questions-None presented
Minutes-A motion was made by Selectman Ricker and seconded by Selectman Murphy to approve the minutes of June 30, 2009 as presented.  Carrying 3-0
Correspondence:
       DPH Water violations
       Letter from Diana Urban regarding post office mailbox outside of Town Hall
       MetroPCS modifications for towers at 118C Wintechog Hill Road
       Letter to Representative Courtney’s office regarding funding for the Boombridge Road bridge, Westerly and State of Rhode Island portions
       Legislative agenda letter to Senator Maynard and Representative Urban
       Letter from Assessor Darryl DelGrosso to the BOF regarding the delay of revaluation for 1 to 2 years due to the current economy
       Letter from QDS to be included in correct personal property tax bills
       Complaint email from Catherine Cooper on change in Transfer Station hours
       Water complaint from Budget Inn detailing water run-off created from new truck stop

2.   Subdivision Review and Planning and Zoning Issues-Action of sewer/water for professional center-deferred
3.   Permanent School Building Project Committee
A.      Activities/membership-Ad Hoc Committee
                Membership-A motion was made by Selectman Mullane and seconded by Selectman Murphy to appoint Arthur Jerbert, Norwich Westerly Road to the Ad Hoc School Committee.  3-0
B.      Permanent School Planning and Building Committee Projects-Updated by Wayne Coats
C.      Middle School/High School Heating System Code Update-Scott Learned, Design Learned presentation-Mr. Learned made a presentation with Mr. David Badeau on heating system upgrades for school buildings.  Present for the discussion were Chuck McCarthy, School Business Manager, Natalie Pukas, Superintendent, Wayne Coats and Bob Carlson, Brent Mastroianni, and Sal Costanza from School Building Committee
4.   Town Energy Projects
                Electrical Rate Bids-A motion was made by Selectman Ricker and seconded by Selectman Murphy to enter into a contract with Santa Energy (Suez) thru June 30, 2010, for electricity, carrying.  3-0
                Wind farm Project-No report
5.   Kingswood/Meadowwood drainage review-Drainage should be reconfigured at Kingswood and Old Colony intersection.
6.  Affordable Housing Committee-No report
7.  Hewitt property
                Committee Report-A letter (draft provided) will be sent to the committee along with a request for a joint meeting with the Selectmen
                Dam Repairs-No report
                Lease Renewals-Dew Drop Inn/Rosie’s-To date no response from Dew Drop tenants, First Selectman Mullane will be contacted for next step.
8.  Boombridge Road bridge
                State and Federal Funding-No answer from Rhode Island or United States Department of transportation to date, information packet was sent to Representative Courtney for assistance
9.   FY 2009-2010 Budget-No State budget to date
        FY 2008-09 Budget Close Out-Going fine
10.   2009-2010 Legislative Agenda-Letter was sent to Senator Maynard and Representative Urban
11   STEAP Grant applications-No report
12.  Stimulus Grants Application-Three North Stonington projects have been submitted, shovel ready
13.   FY 2009-10 Capital Projects

14.   JAG Stimulus Grant Application-In process
       New Business-
        1    Hewitt property tax bills-Item was dealt with during closing, no action needed by Selectmen at this time.
