DRAFT MINUTES

 

 

Call to Order-Selectmen Mullane, Ricker, and Murphy present.


Public Comments and Questions-Arthur Jerbert is meeting with Representative Courtney to promote project, gave copy of latest business plan


Mr. Jerbert also commented on energy presentation at the August 11th Selectmen’s meeting recommending solar panels for the Middle School


Minutes A motion was made by Selectman Ricker and seconded by Selectman Murphy to approve the minutes of August 25, 2009, carrying.  3-0

2.   Subdivision Review and Planning and Zoning Issues-Violation noted at Boondocks, new leasee and family are living on premises without property permits.

3.   Permanent School Building Project Committee

A.         Activities/membership-Ad Hoc Committee

                      Membership-No reports

B.          Permanent School Planning and Building Committee Projects-No report, working on specifications for gymatorium flashing repairs

C.          Middle School/High School Heating System Code Update-Direction to contact Design Learned and get input on heating system replacements and alternates.

 4.   Town Energy Projects

                              Wind farm Project-Mr. Johannemann is working on additional grant applications

5.   Kingswood/Meadowwood drainage review –Highway Foreman, Steve Holliday reported on video camera inspection of drainage pipe on Old Colony Road between Sharon and Rhonda Lanes have sags which decrease water flow.  There are two sags and one is 100 feet in length.  Engineer Thibeault was present and after general discussion it was recommended to add a new 36” outlet pipe from Old Colony/Kingswood to increase drainage discharge capacity to Ravenwood, add one new catch basin and reconfigure three others at Kingswood/Old Colony intersection, then add another pipe over the existing pipe on Old Colony from Kingswood Drive to Rhonda Lane.  First Selectman Mullane is working on bid specification package

6.  Affordable Housing Committee-No report

7.  Hewitt property

                                Committee Report-No report

                                Dam Repairs-Meeting with Engineer Acimovic on September 18th to review Fall work schedule

Lease Renewals-Dew Drop Inn/Rosie’s-Information provided to lawyers for next notification to Leasee, First Selectman Mullane will get explanation of next steps.

8.  Boombridge Road bridge

                                State and Federal Funding-Preparing another letter to Rhode Island on funding

9.   FY 2009-2010 State Budget-Budget passed by House and Senate, Governor announced she will take no action and budget will become law in five days.  Impact on North Stonington not yet known.

      FY 2008-09 Budget Close Out-Waiting on final balancing with Board of Education

     2009-2010 Legislative Agenda-No new information, waiting for results on new State budget

10   STEAP Grant applications-Not funded in new budget, it looks like 08 & 09 budgets will not be spent

11.  JAG Stimulus Grant Application-Submitted and pending

12   FY 2009-10 Capital Projects

                                Walking Floor Trailer purchase-Next week

                                Old Town Hall Painting-RFP is out, due back September 15th

                                Old Town Hall Solar Panels(including roof and chimney)-Stimulus grant funding has been delayed by State, possibly

 wait until Spring

13.    YMCA Property-Mr. Ricker’s prospect did not materialize, still looking at other alternates

14.   Call of Special Town Meeting

Delay of Revaluation

Resolution-Authorizing multi-year contract for Single Stream Recycling –Next week’s action

15.     State mandated Health District-Brief by Selectman Mullane on meetings and Uncas Health District

16.     Bud Fay BRAC request-No action, Selectman Mullane will review budget for possible funding sources

§   New Business-

1.        Response to CRRA letter on Ash Landfill-No discussion

2.        Paving Pinewoods Road-Duane White, Dave White, Charlie Smith, Mike Ward, and Steve Holliday were present to discuss, Town will get an opinion on paving alternates suggested by residents.

3.        Tax Refunds-

A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve a tax refund for Christine Wagner in the amount of $134.50, carrying   3-0

A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve a tax refund for Charles Rogers in the amount of $186.20, carrying.  3-0

A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve a tax refund for Charles Rogers in the amount of $186.20, carrying.  3-0

A motion was made by Selectman Murphy and seconded by Selectman Mullane to approve a tax refund for Charles Rogers in the amount of $195.20, carrying.  3-0

Other Business:

1.        Loan for Fire Truck and Hewitt Property rollover of $740,000 on scheduled on September 10, 2010, 2.4%

2.        Fire Truck delivery schedule for mid-October, price now at $491,672, within budget
