Call to Order-7:00 PM with Selectmen Mullane, Ricker, and Murphy present.
Public Comments and Questions-Mac Turner is concerned with the lack of knowledge and history of Route 2, the Town vote and ConnDOT study 1994-2005, with a final decision that Route 2 would remain a two lane highway. Need further education of pubic.
Minutes –A motion was made by Selectman Mullane to approve the minutes of September 29, 2009, seconded by Selectman Murphy, carrying.
A motion was made by Selectman Mullane and seconded by Selectman Murphy to approve the minutes of October 6, 209, carrying. 3-0

1. Tribal Issues
Draft letter on Senate Bill S1703-Letter was finalized and sent and finalized by North Stonington, Preston and Ledyard
Appellate Hearing on Schaghticoke appeal-Perkins Coie will provide a hearing briefing paper
2. Subdivision Review and Planning and Zoning Issues-
PZC Bucket List-Letter was sent to PZC to request priority attention to Affordable Housing regulations
Milltown Commons-Developers have withdrawn application, with the anticipation of text amendment changes to the regulations
3. Permanent School Building Project Committee
A. Activities/membership-Ad Hoc Committee-Letter received from the Committee on Middle/High School on their recommendations
Membership-No report
B. Permanent School Planning and Building Committee Projects Draft-Bid packages are due Friday
C. Middle School/High School Heating System Code Update
Boilers-Asbestos abatement is done at the Elementary School (2) and High School (1), 2 boilers in Elementary School sections repacked, now need lagging
4. Town Energy Projects
Wind farm Project-Waiting on whether wind meters can be placed on cable/radio towers, or if there is a need for a separate tower.
5. Kingswood/Meadow Wood drainage review
6. Affordable Housing Committee-Look at four tasks assigned to Board of Selectmen and decide which one the Board wants to take on
7. Hewitt property

Lease Renewals-Dew Drop Inn/Rosie’s-Final demand letter sent allowing last chance for compliance by Leasee.

10 STEAP Grant applications-Selectmen are reviewing options for next round of grant applications
11. FY 2009-10 Capital Projects
Old Town Hall Solar Panels (including roof and chimney)-Working on Application, due November 5, 2009
12. JAG Stimulus Grant –Additional appropriation $11375 ($9100 for grant and $2275 matching funds)-No action
13. DEP Testing Results-No new data
14. Pinewoods Road-New Court date of October 26, 2009
15. Changes to the Town’s Exclusive Service Area (water)-A motion was made by Selectman Mullane and seconded by Selectman Ricker to send a letter to Water Utility Coordinating Committee signed by North Stonington and SCWA to transfer area in front of Town Hall to Water Authority.
New Business-
1. Town Hall generator (used)-Board agreed to purchase 15K, 3 Phase used generator for New Town Hall for $2500, plus freight.
