Minutes-A motion was made by Selectman Murphy and seconded by Selectman Brisco to approve the minutes of December 1, 2009, as presented, carrying.  3-0

1.   Tribal Issues

                Response to letters on Senate Bill S1703-No response from senators

                Appellate Hearing on Schaghticoke appeal-No appeal filed to date, appeal period is not over yet

                Tribal Acknowledgement Additional Appropriation-No House or Senate activityon acknowledgement  but hearing on trust land issues by Senate and Indian Affairs Committee-December 9, 2009.

2.   Subdivision Review and Planning and Zoning Issues-

                PZC Bucket List-Little activity on housing by PZC except working on Meadow Court application-84 units

                Milltown Commons-No new application submitted to date

                Review of Affordable Housing applications-Hearing was opened on 84 unite complex on Route 2, next hearing date—January 7, 2010

B.         Middle School/High School Heating System Code Update

Joint Meeting scheduled for December 8, 2009In attendance were the Selectmen, Chuck McCarthy, Dr. Natalie Pukas, Ellie Banker, Darren Robert, and Mary Ann Ricker, BOF members-Emil Pavlovics, Mark Donahue, Gary Herbert, E. Bresette, and Peter J Nimirowski.  Also present were Scott Learned, Design Learned, Luann Dinihanian, Northeast Utilities, and John Ferrelli, Supervisor, Yankee Gas.

Introduction by Scott Learned on the ;purpose of the heating system upgrade, air quality, cost effectiveness of old oil boilers, adding air conditioning, and converting from oil to gas.

If only the boilers are replaced you would not get the benefits of a total system replacement.  The existing piping has been found to be, in some cases, wearing out and other places plugging.  New gas boilers put into the inefficient existing school heating system would require more BTU’s than necessary.  Question asked about power plant rental costs in case our boiler failed.  Mr. Mullane will get cost estimates.

Mr. Robert, Chairman of the BOE felt that no work should be done until a Master Plan is finished by the Ad-Hoc Committee so whatever work is done the maximum reimbursement rate can be received from the State.

5.   Kingswood/Meadow Wood drainage review

                                Bid Receipt Acknowledgement-A motion was made by Selectman Mullane and seconded by Selectman Murphy to accept the low bidder for projects Job 1 and Job 2 in the amounts of $137,125 (Hammonasset Const.) and $75,976 (Greywolf) respectfully, pending funding from the Town Meeting, carrying.  3-0  Letter will be sent to contractors.

6.  Affordable Housing Committee

                Scope of work for new Committee-No report

Appointments of new committee-A motion was made by Selectman Mullane and seconded by Selectman Murphy to appoint Stella Elbaum, Michelle Brophy, James Scaramozza, and Mary Ann Ricker.  Carrying 3-0

7.  Hewitt property

                                Committee Report/Activities-Recommendations-No report

                                Dam Repairs-2010 Summer and Fall

                                Lease Renewals-Dew Drop Inn/Rosie’s-Continued progress on Settlement Agreement

8.  Boombridge Road bridge

                                State and Federal Funding-Mr. Mullane is setting meeting with ConnDOT, RIDOT, and FHA to resolve questions and issues.

9.        FY 2009-2010 State Budget-No new data, Legislature to meet next week
