MINUTES

 

Call to Order-7:00 PM with Selectmen Mullane, Ricker, and Murphy present.  Also present was Selectman-elect Briscoe


Public Comments and Questions-None presented

Minutes –A motion was made to approve the minutes of October 27, 2009, carried.

1.   Tribal Issues

                Response to letters on Senate Bill S1703-No response to date

Appellate Hearing on Schaghticoke appeal-No indication that the Schaghticoke have requested the whole appellate court to review decision

Tribal Acknowledgement Additional Appropriation-Notice by First Selectman Mullane that the Board may need and additional appropriation for this expense because of US House Bill 3690.

2.   Subdivision Review and Planning and Zoning Issues-

                PZC Bucket List-Affordable Housing regulations, not yet being addressed by PZC

                Milltown Commons-No new activity, Public Hearing will open on December 3, 2009

3.   Permanent School Building Project Committee

A.         Activities/membership-Ad Hoc Committee-No report

                      Membership Report-No report

B.     Permanent School Planning and Building Committee Projects- Flashing on Gymatorium-Specs are in review

C.         Middle School/High School Heating System Code Update-Joint meeting will be scheduled

4.   Town Energy Projects

                              Wind farm Project-No new activity to report

5.   Kingswood/Meadow Wood drainage review –Specifications are available for drainage project, advertisement was posted in New London Day, Westerly Sun, and CT state website, pre-bid meeting was held, there was a good interest in project

6.  Affordable Housing Committee-Review of candidates for new committee.  First Selectman Mullane recommended interviewing interested candidates, on 11/24 meeting, expressed concern on new PZC pending application at Holly Green, high density concerns on parking, drainage, septic and bonding.

7.  Hewitt property

Committee Report/Activities-Recommendations-Agenda of next meeting and minutes of last meeting held.

                                Dam Repairs-Next Summer

                                Lease Renewals-Dew Drop Inn/Rosie’s-Final Town Agreement provided to Leasee

                                Trail Water Crossing-Pricing materials

8.  Boombridge Road bridge

                                State and Federal Funding-No new information on Rhode Island funding

9.        FY 2009-2010 State Budget

2009-2010 Legislative Agenda-Full impact is not yet determined

10   STEAP Grant applications-No action

11.  FY 2009-10 Capital Projects

                                Old Town Hall Solar Panels (including roof and chimney)-Application date has been extend until November 19th

12.   JAG Stimulus Grant –Additional appropriation $11375 ($9100 for grant and $2275 matching funds)-No action

13.  DEP Testing Results-Waiting for test results from DEP to analyze data.  Mr. Ricker recommended that when all the data is available and analyzed a meeting could be convened of all interested parties.  A motion was made by Selectman Ricker and seconded by Selectman Mullane that the SPZEO be informed and involved in the stockpiling of material as describe in Section 203 of the Town’s Zoning regulations.  Carrying.  3-0

14.  Pinewoods Road-No report

15.  Request of YMCA to release interest in land on Button Road-No new data

1.        North Stonington Ambulance Financial Status-No action, tabled

2.        Brad Borden Letter of Little League fields-Swantown Hill Road-The request is not for Selectmen’s action but done through Planning and Zoning

3.        Tax Refund(s)-None presented

4.        Board of Selectmen’s Annual Report for FY 2008-2009-Under Construction

5.        Wheeler Library request for funding-Tabled for action
