Call to Order-7:00 PM with Selectmen Mullane, Murphy and Briscoe

Public Comments and Questions-None presented

Minutes-A motion was made by Selectman Briscoe and seconded by Selectman Murphy to   approve the minutes of the November 17, 2009 meeting carrying. 3-0.

       Invitation to an open house reception at Naval Submarine Base

       Notice from Federal Energy Regulatory Commission

       Letter from Dennis Algiere,, Minority Leader State of RI Senate

       Letter from Mark D Boughton, Mayor of Danbury

       Memorandum of Understanding from RI department of transportation re:  Boombridge

        Road Bridge

       Letter from Office of Strategy and Policy re:  public comment period on draft of

       2010-2015 State Long Range Housing Plan

1.   Tribal Issues

            Response to letters on Senate Bill S1703- No response from Dodd or Lieberman

            Appellate hearing on Schagticoke appeal- No appeal filed to date

            Tribal Acknowledgement Additional Appropriation- Still within budget

2.   Subdivision Review and Planning and Zoning Issues-

            PZC Bucket List-PZC talked about developing an affordable housing regulation, but

            there are no regulations yet.

            Milltown Commons-No new applications to date

            Review of Affordable Housing applications-General discussion of affordable       housing and application on Route 2 next to Holly Green. No action taken

            Other

3.   Permanent School Building Project Committee

            A.  Activities/membership-Ad Hoc Committee

                 Membership Report- Motion to appoint Judy Lanier made by Selectman   Broscoe, seconded by Selectman Murphy.  Passed 3-0    

            B. Permanent School Planning and Building Committee Projects- Flashing on                          Gymatorium – No Report

            C. Middle School/High School Heating System Code Update-A joint meeting is set up with all parties for December 8th        

 

4.   Town Energy Projects

               Wind farm Project-No report

5.   Kingswood/Meadow Wood drainage review –Bids received.  Will be reviewed for

                compliance and report at next meeting

6.  Affordable Housing Committee

            Interviews of new committee-Candidates Michelle Brophy and James Scaramozza. 

            General discussion of affordable housing and application on RT2 next to Holly

            Green.  No action taken.  All agreed that there needs to be a scope of work

             developed for the committee.

7.  Hewitt property

            Committee Report/Activities-Recommendations-No new information

            Dam Repairs-Summer/Fall of 2010

            Lease Renewals-Dew Drop Inn/Rosie’s-Still in negotiations

            Trail Water Crossing-No new information

8.  Boombridge Road bridge

            State and Federal Funding-Letter received from State of RI committing, $600,000.00

             and additional funds within reasonable variation

  9.  FY 2009-2010 State Budget- No new information

       2009-2010 Legislative Agenda-No new information

10   STEAP Grant applications-No report

11.  FY 2009-10 Capital Projects

       Old Town Hall Solar Panels (including roof and chimney)-Grant application is being    processed

12.   JAG Stimulus Grant –Additional appropriation $9100, matching funds not needed

13.  DEP Testing Results-No new information

14.  Pinewoods Road-No new information

15.  Request of YMCA to release interest in land on Button Road-No report

 

New Business-

 

1. North Stonington Ambulance Financial Status-Will be discussed on December 1

      meeting

2.  Tax Refund(s)- None

3.  Board of Selectmen’s Annual Report for FY 2008-2009-Draft provided for comment

4.  Wheeler Library request for funding-Report has been provided by Paul Kowack of the    Wheeler Library Board of Trustees and is being reviewed by the Selectmen

5.  Peter Bogoian to EDC for term 11/17/09 until the next municipal election- Motion to appoint Peter Begoian to EDC until next municipal election.  Passed 3-0

6.  Resident Trooper DUI grant- Additional appropriation of $54,096.00.  Motion by Selectman Mullane, seconded by Selectman Briscoe.  Passed 3-0

7.  Selectmen’s meeting schedule- Motion to accept made by Selectman Mullane, seconded by Selectman Murphy.  Passed 3-0

 

Public Comments and Questions

      Bob Shabunia commented on revisions to insurance policies and incentive   policies for the NSVFC
