1. Tribal Issues-Indian groups, Tribes and lobbyist are on Capital Hill in Washington DC to get legislation to overturn is Supreme Court decision on trust land. Action is need to protect towns and state interest

B. Permanent School Planning and Building Committee Projects-Ask new Ad Hoc PSPBC if budget for FY 2009-10 is required

4. Town Energy Projects
Electrical Rate Bids-Gary Herbert, Board of Finance member would like a comparison of Public Works Garage bills now and before solar panels were installed
Wind farm Project-Jack Johanamann gave a presentation on the latest Clean Energy Grant availability and status of funding designs, and business plan for Wintechog Hill Road wind project proposed site. Our application for a small wind demonstration project grant application at the Transfer Station or school area has been denied, unknown why. Briefing on wind project, Wintechog Hill Road, Connecticut Clean Energy Funding stimulus package funding, sizing of turbines to satisfy business plan.

6. Kingswood/Meadowwood drainage review –Mr. Ricker asked for a layout plan is required for catch basins
7. Affordable Housing Committee-(Selectmen, PZC, and Housing Committee meeting)-Selectmen will ask whether Committee Report has been accepted or rejected.
8. Hewitt property Dam Repairs-Tree removal bid specs have been advertised
9. Boombridge Road bridge-
Report of Design Review Team report-Interviews done/Committee reviewing final documentation to forward to State.
10. FY 2009-2010 Budget-Long general discussion on revenues and budget presentation

Additional Appropriation-Purchase v. Lease (Board of Finance Action)-A motion was made by Selectman Mullane and seconded by Selectman Murphy to forward an additional appropriation request to the BOF for $29,385, to clarify borrowing vs. purchase, carrying 3-0

15. Town Clerk Preservation Grant-A motion was made by Selectman Murphy, seconded by Selectman Mullane to approve the resolution for a grant application for the Town Clerk’s records preservation, carrying 3-0

I Norma Holliday, Town Clerk of the Town of North Stonington do hereby certify that the following is a true and correct copy of a resolution duly adopted at a meeting of the Board of Selectmen duly held and convened on the 3rd day of March, 2009, at which a constituted quorum of the Board of Selectmen was present and acting throughout, and further certify that such resolution has not been modified, rescinded, or revoked, and is, at present, in full force and effect.
Resolved that Nicholas H. Mullane, II, First Selectman is empowered to execute and deliver in the name and on behalf of this municipality a contract with the Connecticut State Library for a Historic Documents Preservation Grant.
