Call to Order-7:03 PM with Selectmen Mullane, Ricker, and Murphy present.
Public Comments and Questions-None presented
Minutes-A motion was made by Mr. Ricker and seconded by Mr. Murphy to approve the minutes of October 21, 2008, carrying.
A motion was made by Selectman Ricker seconded by Selectman Murphy to amend the agenda to discuss the Affordable Housing Advisory Committee report and the NSVFC Station Modifications, carrying. 3-0
Correspondence
While members of the Fire Company were still present the Board discussed a NJ report on fire truck purchasing and bidding processes. There was a general discussion on bidding practices and the New Jersey report identified problems with bidders that were related to, or associates of any members of the Fire Company acting as sales agents. There was discussion on sole source bidding based on limiting of specifications. It was hoped by the Board that more than one bid will be received on the new Fire Truck currently in the bidding process.

Old Business-
1. Tribal Issues-No report
2. Subdivision Review and Planning and Zoning Issues-
Garden Court LLC-Record filed on August 4, 2008
Moratorium extension to December 20, 2008-No response to date from PZC on requests by the Board on budget cost for work done during the moratorium.
3. Permanent School Building Project Committee
A. Activities/membership-The Board will postpone appointments in hopes of receiving more responses to questionnaires.
B. CGS 8-24 Approval of School Building Projects (Booster project)-No report
4. Town Energy Projects
Electrical Rate Bids-Received a quote from CCM and are waiting for a second proposal from Glacier to compare rates.
Wind farm Project-Mr. Mullane will check on grants/bond availability
5. Town Hall Improvements-Waiting for the delivery of replacement windows and working on specs for doors for the Old Town Hall.
6. Kingswood/Meadowwood drainage review-No report
7. Affordable Housing Committee- The Board was given a presentation by the members of the Affordable Housing Advisory Committee present, Marilyn Mackay, John Olsen, Chris Chrissos, Mary Ann Ricker, Tammy Sherron, and their advisor Jane Dauphinais on their survey, findings, and recommendations. Selectmen will review and comment.
8. Mystic Seaport property
Home Repairs-On going with Seaport personnel, reported damage to the 1750 fence from windstorm.
Signs and Controls-General Discussion
Transition of Leases-Done
Dam Repair-Pending approval of State permits, working with engineer.
9. FY 2007-08 Close-out/Audit-Peggy Dougherty from Marien and Company was out and reviewed FY 2008-09 bookkeeping and noted everything is correct, no new information on close out and final audit adjustments.
10. Boombridge Road bridge-Report of Design Review Team Met last Friday with Committee and will meet again this Friday, October 31st.

New Business
1. Appointment to Cable Television Advisory Board-No report
2. Bid Response to Fire Station Modifications- After general discussion of the bids received Mr. Mullane stated both bids received were in compliance a motion was made by Mr. Mullane and seconded by Mr. Murphy to accept the low bid from Timothy Doyle, Stonington, CT, to Enlarge two of the Overhead Doors at the North Stonington Volunteer Fire Company for a bid price of $32,800, carrying. 3-0
3. FY 2009-2010 Budget-Discussion of letter to Boards and Commissions on guidelines, no action.
4. 2009-2010 CCM Legislative Agenda-No Action
The Selectmen will hold their meeting next week on Monday, November 3, 2008, due to Election Day on Tuesday.
The Board also agreed to a three way stop at Denison Hill and Pinewoods Road, CT STC is not involved in the process since both are Town roads. The Highway Foreman and Selectman Mullane will work out signage.
