Call to Order-7:15 PM with Selectmen Mullane, Ricker and Murphy present.

Public Comments and Questions-Tim Baas, Little League asked about a
revision to Little League listing for Town meeting to read "construction
items" for $300,000.  The Board will consider his request.  He asked if
the item would definitely go to the Referendum and the Board told him
"yes" to the best of their knowledge.  There was also a discussion about
the Town being named an additional insured on Swantown Hill Road
property and if the Little League could sell to someone else for
baseball uses rather than the town.

Pat Lewis asked if the schools use the Seaport land area for
recreational purposes, can PZC authorize spending Open Space money and
she also voiced concerns about the lack of improvements to I-95 in North
Stonington off ramps..

                        Babcock Ridge Subdivision-Hearing Open 1/10/08
                        Nine Month Moratorium-Implemented-Selectman
Ricker voiced concerns on the deadline of moratorium in September and
amount of work remaining to be completed.
3.  Permanent School Building Project Committee activities/membership
        Energy and Conservation program for Wheeler School complex-First
Selectman Mullane provided Selectmen with more than 1" of regulations
and Connecticut General Statutes on School Building projects and the
complexity of any school project.
4.  Town Energy Projects
                Electrical Rate Bids-Under review by the engineer.
5.  Kingswood/Meadowwood drainage review-Review of preliminary solutions
provided by the engineer, First Selectman will ask for more detail in a
written report.
6.  Affordable Housing Ad Hoc Committee-No report
7.      Purchase of Mystic Seaport property by Town-The Public Hearing
raised some questions on use of land, cost to Town after purchase and
legal opinion of the Attorney General.
                        Use of CNR funds for Mystic Seaport purchase
New Business
        1.   Public Hearing Results-After general discussion of the
meeting, the Board will recommend no changes to the budget for the
General Government or the questions on Seaport and Little League and
will attend the BOF meeting on Wednesday.  
        2.   Draft Call of Annual Town/Annual Budget Meeting- The
Selectmen will schedule a special meeting for Thursday, 5/8, 8:00 AM to
finalize the Annual Meeting call and Referendum questions.
        3.   Tax Refund-Tabled for next week's action.
