New Town Hall Conference Room

Call to Order-7:00 PM with Selectmen Mullane, Ricker and Murphy present.
Public Comments and Questions-Fire Company President Robert Shabunia was in to thank the Town, especially the Highway Department and Resident Troopers for coverage and assistance during the funeral for Lowell “Buddy” Turner.
Nita Kincaid was in to ask about the progress of the PZC during the moratorium on their regulations and will there be a change in approach during the extension for public input.
CP Director Baumann and Selectman Ricker will attend training for CERT and find volunteers, will have a table at Town Hall for November elections.
Minutes-A motion was made by Selectman Ricker to approve the minutes of September 16, 2008, seconded by Selectman Murphy, carrying.  3-0

1.      Tribal Issues-Selectman Mullane provide a copy of the NIGC (National Indian Gaming Commission) Five Year Strategic Plan.
2.      Subdivision Review and Planning and Zoning Issues-
Garden Court LLC-Record filed on August 4, 2008-No report
Moratorium extension to December 20, 2008-New approach to regulations update and public input, still waiting for cost estimates from the Commission on impact to year’s budget.
3.      Permanent School Building Project Committee
A.      Activities/membership-No action
B.      Revision of Ordinance-Special Town Meeting, 9/29
C.      Ballfield drainage-Soil analysis shows over 5000 square feet of wetlands, project must be approved by the Army Corp of Engineers. Mr. Mullane will start the permit process.
D.      CGS 8-24 Approval of School Building Projects
4.      Town Energy Projects
                Electrical Rate Bids-No report, schedule of solar installation requested
                Wind farm Project-No report
5.   Town Hall Improvements
6.  Kingswood/Meadowwood drainage review-Selectman Murphy has asked for a cost report on item to date.
7.  Affordable Housing Ad Hoc Committee-A memo from the Committee and minutes were provided for review.
8.  Closing of Mystic Seaport property by Town-A motion was made by Selectman Murphy, seconded by Selectman Ricker to enter executive session at 7:19 PM with Attorney Eppinger to discuss negotiations, carrying.  The session adjourned at 8:16 PM, no action taken
9.  FY 2007-08 Close-out, additional appropriations, and transfers-Audit has begun and auditing staff should be in the Town Hall all this week.
10.     Boombridge Road bridge-Review of Bid Response-Engineering selection process should start next week.
