Call to Order-7:04 PM with Selectman Mullane, Murphy, and Ricker present.
Public Comments and Questions-None presented
Minutes-A motion was made by Selectman Ricker and seconded by Selectman Murphy to approve the minutes of October 28, 2008 as amended, carrying.  3-0

Old Business-
1.      Tribal Issues-Draft letter to George Skibine, BIA on petition for rule making tribal acknowledgment, was given to Selectmen for review and comments.
2.      Subdivision Review and Planning and Zoning Issues-
Garden Court LLC-Record filed on August 4, 2008-No report
Moratorium extension to December 20, 2008-PZC received a COG Planning invoice in the amount of $14,633.  Board is concerned about budget overruns and will request response to Selectmen’s letter.
3.      Permanent School Building Project Committee
A.      Activities/membership-Selectmen will contact candidates and encourage response on questions before making appointments.
B.      CGS 8-24 Approval of School Building Projects (Booster project)-No status report on storage/refreshment project. No action required.
4.      Town Energy Projects
                Electrical Rate Bids-New suppler Santa Buckley (agent used to be with Glacier) would like to quote the Town’s electricity and other products, will request data from Glacier Energy for quoting purposes.
                Wind farm Project-No report
5.   Town Hall Improvements-Doors are chosen, arranging installation
6.  Kingswood/Meadowwood drainage review-Highway Department is working on cleaning of discharge pipe off of Old Colony Road, Selectman Mullane stated the need to clear at discharges of three drainage pipes in woods at/on Town/DEP border, will get mapping to determine boundary.  Selectmen also directed to start specs on new drainage pipe installation at end of KIngswood Drive.

8.  Mystic Seaport property Dam Repairs
                        Home Repairs-The Seaport is finalizing code repairs, Cabin                      Heater is $1004 and tankless hot water heater is $1476,                         Selectmen OK’d installation.
                        Signs and Controls-General discussion, Selectman Mullane                        will update     for review.
                        Transition of Leases-Discussion on whether or not to bid                        or hire for dam engineering.  It was agreed not to bid but                      to continue with Karl Acimovic.

9.  FY 2007-08 Close-out/Audit-2009 Bookkeeping complete/waiting on 2007-08 on adjustments from Auditor.
10.     Boombridge Road bridge-Report of Design Review Team-Had second meeting with selection committee, reduced candidates to five, will interview on the 21st of November.

11.     LoCIP Plan revisions
                Boombridge Road Bridge--(Spending Authorization)- Need to send          request to Board of Finance to authorize LoCIP funds
New Business
1.      Appointment to Cable Television Advisory Board-No report
2.      FY 2009-2010 Budget-Selectman Mullane will provide draft letter of budget request to Boards and Commissions.
3.      2009-2010 Legislative Agenda-No action
4.      Selectmen’s Meeting Schedule-No meeting next week due to Veteran’s Day
5.      Tax Refund(s)-No action
