Board of Selectmen

New Town Hall Conference Room

April 10, 2007

7:00 PM

                                   

Call to Order-7:00 PM with Selectman Mullane, Peterson, and Hescock present.

Public Comments and Questions-


Minutes-A motion was made by Selectman Hescock, seconded by Selectman Peterson to approve the minutes of April 3, 2007, carrying.  3-0

Correspondence-


·        Copy of Regional Transportation Plan was given to Board, comments next week

·        CT DMV Suspension Check rules

·        Yankee Gas Annual Report

·        Letter from Eileen Duggan, Esq. regarding ground rules for upcoming Highway negotiations

·        PZC notices of violations and abatement orders

 Old Business-

1.      Tribal Recognition-New BIA Secretary has been appointed, Carl Artman.  Judge Dorsey has allowed BIA/BAR Head Lee Fleming and an ex-BIA solicitor David Burnhart, to be deposed in the Schaghicoke acknowledgement case.  This will occur today also lobbist for Kent Action Group will be allowed to be deposed due to complaints recently filed.

2.      Annexation-No report

3.      Route 2 Road Modifications-Executive Session-Attorney update-Case was heard on April 9th, in New Britain, Selectman Mullane attended results should be in 4 to 8 weeks.

4.       Subdivision Review and Planning and Zoning Issues-No activity

5.      Assekonk Swamp Walkway-The North Stonington Highway Department has begun final work on project.

6.      Permanent School Building Project Committee activities-The Committee is working on a new list of projects based on priority and cost for the Board of Finance.

7.      Appointments to Boards and Commissions

            Tourism District-A motion was made by Selectman Mullane, seconded by   Selectman Peterson to appoint Robert Boissevain as the Town’s      representative to the Tourism District.  3-0

8.      Town financial accounting/software to complete the 2005-06 Audit preparations-Ready for Audit, the auditing firm is delayed due to tax season.

9.      Little League added appropriation request-General discussion about conditions, terms, amounts of bond, etc.

10. Budget 2007-08-Budget draft with latest BOF modification, also letter from Board of Assessment Appeals requesting budget reinstatement to $2000 requested.

11. Federal FY 07-Local Road accident reduction program-Selectmen will not submit any candidates this year.

New Business

1.      Town Hall Improvements-No report, Selectman Mullane is looking for New England granite

2.      Electric Energy Purchasing-Selectman Mullane provided information on energy bid purchase for April 24th, asked Board for comments.

3.      Health District-Selectman Mullane also provided additional information on the review of formation of a new Health District.
