Call to Order-7:06 PM with Selectmen Mullane, Peterson, and Hescock
present.
Public Comments and Questions-
Minutes-A motion was made by Selectman Hescock, seconded by Selectman
Peterson to approve the minutes of August 13, 2007, carrying. 3-0.
A motion was made by Selectman Hescock, seconded by Selectman Peterson
to approve the minutes of August 16, 2007, carrying. 3-0.
Selectman Hescock had made a request that the minutes of July 10th be
revised, rather than a no action on the item of mandatory referendums
for budget town meetings, item 7. He felt that more detail of the
conversation should be represented in the minutes. After general
discussion a motion was made by Selectman Hescock, seconded by Selectman
Mullane to insert the additional comments provided rather that the no
action. Carrying 3-0

Old Business-
1. Tribal Recognition-Selectman Mullane stated that there has been
some recent news issues about the Schaghticoke tribal group and the
lobbying group hired by Kent Action Group and informed the Board that
depositions were completed order by Judge Dorsey and there was no
significant findings of the accusations of impropriety by the
Schaghticokes. Selectman Mullane informed them there may be an
opportunity to file an Amicus Brief and approval would be needed some
time in September.
2. Annexation-No report
3. Route 2 Road Modifications update-A letter had been received from
Commissioner Carpenter, ConnDOT in response to our letter sent to the
Governor and cc'd to the Commissioner. The letter did not address North
Stonington's issues and completely ignored our concerns. Selectman
Mullane requested that the Board come to a conclusion on letter to
Governor Rell citing the problems the Town has had with ConnDOT
procedures and asked the Selectmen to re-review draft and provide
comments to forward letter. Selectman Mullane informed the Board he has
continued to work with tribal representatives with regard to
modifications to Route 2 and stated he would continue to meet with them
for clarification of their intent.
4. Subdivision Review and Planning and Zoning Issues
Milltown Commons-Hearing will continue
Garden Court LLC-Hearing will continue, Selectman
Mullane provided a briefing of what he had been preparing and his intent
to testify at this Thursday's meeting. Selectman Mullane expressed
concerns on traffic site line, water, septic, condition of site, quality
of life, etc.
Film Studio Regulations-Item will be removed next week
5. Assekonk Swamp Walkway-Some work has continued on final site
work.
6. Permanent School Building Project Committee activities
Schools Facilities Master Plan-No progress. Selectmen
agreed not to spend any attorney fees until budget process is complete.
7. Budget 2007-08
Line Item Veto-General discussion on issue and concern that if
changes are made during a town meeting to the budget, whether or not you
could continue with a referendum that has already been finalized and
advertised.
Ordinance Mandating Referendum Vote- Selectman Mullane informed
that Salem has a Charter in place, which he requested a copy of.
Close Out FY 2006-07-Selectman Mullane provided a copy
of the Manager's Report, Contractor's
Tipping Fees was questioned, and Selectman Mullane will
check values. No action required, audit is over 50% complete. No
problems reported to date.
8. Woodco Bond-A letter has been received from Mr. Wood's attorney,
stating Mr. Wood felt that the site was stabilized and that all funds be
returned. Selectman Mullane disagreed and will respond to the letter.
10. SCWA appointment-No action
11. Waterline in the Village-A letter from Department of Public Health
identifying terms that needed to be addressed on final bid package and
Selectman Mullane will finalize for next week's meeting.
New Business
1 Vote on FY 2007/08 Budget-Referendum is scheduled for September
4th.
2. Review of Special Town Meeting-The meeting was held and it seems
that there was still a little concern about the General Government but
a lot of discussion on the Education budget.

3. Senior Center Roof Repair Special Assessment-The funding is in the
FY 200708 budget and the cost will be paid when the budget is
approved.
4. General Ledger Account consolidation, reconciliation, and closeout-
A letter to the Board of Finance was provided regarding account
consolidation and reconciliation for review and comment.
5. Tax Refund(s)-A motion was made by Selectman Peterson, seconded by
Selectman Mullane to refund taxes in the amount of $76.83, to Beth
Arzamarski, carrying. 3-0
NOTE: Selectman Mullane reported on some vandalism that occurred at the
Burdick-Eccelston Cemetery on Puttker Road, suspects were apprehended
and estimates of damages were done by Mr. James Davis, of the Elm Grove
Cemetery. He estimated materials for the repairs would be $10,000.
Selectman Mullane will keep the Board informed.
