Call to Order-7:05 PM with Selectmen Mullane, Peterson, and Hescock
present
Public Comments and Questions-Natalie Pukas, Darren Robert, Shawn
Murphy, Bob Testa, and Bob McCord were present.
Minutes-A motion was made by Selectman Hescock, seconded by Selectman
Peterson, to approve the minutes of July 31, 2007, carrying. 3-0

Old Business-
1. Tribal Recognition-The Schaghticoke have been refused further
discovery by Judge Dorsey, there may be an opportunity to submit an
Amicus Brief in support of confirming the denial of recognition by the
BIA. The Brief's intent would be to support the decision of the
Schaghticoke denial in the areas of tribal community and government
continuity which were key elements in the Eastern Pequot decision also.
The Brief would be at no cost to the Town.
2. Annexation-There is a Clean Air application by the Mashantuckets
to EPA which may overlap into North Stonington, need more information.
3. Route 2 Road Modifications update-No new information, draft letter
is still pending.
4. Subdivision Review and Planning and Zoning Issues
Milltown Commons-Hearing continued
Garden Court LLC-Hearing continued
Film Studio Regulations-There was a general discussion
about supporting the EDC letter to PZC. The Board felt it was not
necessary to take any action, that the EDC letter could stand alone.
5. Assekonk Swamp Walkway-Selectman Mullane provided a list for the
Highway Department work for the Fall, and continued with the decision
that the Bridge will be done in between other jobs and that the fencing
will be done in late August and installed in early September and the
grading will continue.
6. Permanent School Building Project Committee activities
Sealing of Parking Lots
Schools Facilities Master Plan--Natalie Pukas,
Superintendent, Darren Robert, BOE Chairman Shawn Murphy, Bob Testa,
and Bob McCord were present and requested the establishment a
new Committee to see building project from start to finish, number
of new members with an entire new Committee utilizing the renovate to
new concept. The Project management concept was supported. A
question was raised as to if the State can give presentation to
Town the Board of Education will try to arrange. Nic Mullane will
check with Bond Counsel to see if both new and old committees can
function under one ordinance, no money will be spent until budget
passes, letter will be drafted to the public inviting participation
which will be placed on web site.
7. Budget 2007-08-Budget failed at referendum, Selectmen will wait
for direction from Board of Finance to make any additional adjustments
next week.
Line Item Veto-No action
Ordinance Mandating Referendum Vote-Selectman Hescock continued
to advocate that the annual meeting require a referendum vote on budget
items. After general discussion, no decision.
Highway Union Contract --Executive Session-Union has a meeting
scheduled for Wednesday morning to vote on contract.
8. Close Out FY 2006-07-No action needed, account are in balance.
9. Woodco Bond-No action
New Business
1 SCWA appointment-Discussion on appointment, candidate was
mentioned but no action taken, Selectman Mullane will contact the
resident.
2. WPCA appointments-A motion was made by Selectman Mullane,
and seconded by Selectman Peterson to appoint the follow members as
follows:
George Brown - Two years
Frank Limpert - Two years
Bradford Currier - Two years
Robert Shabunia - Two years
Candy Palmer -One year
Peter Bogoian - One year

3. Waterline in the Village-Selectman Mullane has been
corresponding with the DPH, would like to put bid out including
materials to simplify process, ask for Selectmen's concurrence, no
action.
