Minutes-A motion was made by Selectman Mullane seconded by Selectman Peterson to approve the minutes of October 9, 2007, with corrections, carrying. 3-0
A motion was made by Selectman Peterson, seconded by Selectman Hescock to approve the minutes of October 16, 2007, as corrected, carrying. 3-0

1. Tribal Recognition-The towns of Ledyard, Preston, and North Stonington submitted testimony to the House Natural Resource Committee on HR 2837, on new acknowledgement process which was greatly flawed.

8. Woodco Bond-Letter was received from Attorney Tobin with an engineering report of the site by the owner’s engineer, reporting site is OK. Selectman Mullane disagrees and is concerned with erosion effecting Cedar Ridge. Mr. Hescock wants a legal opinion as to whether Town can hire an engineering and back charge Woodco.

11. Recreation Commission appointments
Carmen Suedmeier & Frank Condon-Selectman Hescock had taken no action to interview candidates. A motion was made by Selectman Mullane, seconded by Selectman Peterson to appoint Carmen Suedmeier and Frank Condon to the Recreation Commission, seconded by Selectman Peterson, carrying. 3-0
12. Revisions to financial reporting (B. Borden Letter 9/10) response-A letter has been sent to the BOF requesting their position on Mr. Borden’s comments regarding financial reporting and his requests. The Selectmen will table action until a response from the BOF is received.
New Business
1. Right to Farm Ordinance-Endorsements for the Ordinance were received from the Miners at Cool Breeze Farm and Rosalind Lewis at the Beriah Lewis Farm. A letter of support was also received from the North Stonington Grange. General discussion on 1 or 2 year limits on new farms and grandfathering of existing and its preexisting uses.
2. Kingswood/Meadowwood drainage review-Waiting on boring bids from vendors, should be available later in the week.
3. Little League / In-kind Support-A motion was made by Selectman Mullane,
seconded by Selectman Peterson to waive the feels for the building, septic
and well permits, carrying. 3-0
4. Village Water Bid- It is determined that after considering the options of ledge, curbstops and archeological possibilities, Cherenzia Excavation is low bidder. The concern is the unknown contingencies of ledge and archeological finds. At a minimum the Town should authorize the three houses on the existing line and the Wheeler Library due to the concern of the age of the Library line running from Wheeler High School. It was chosen not to take any final action until Selectman Mullane met with CT DEP representative in regard to the Board’s conclusion. Upon conclusion of the meeting with the State the official award will be finalized. Selectman Hescock has recused himself from the action due to his ownership of property on Main Street.
5. Appointment of Civil Preparedness Director and Advisory Council-First
Selectman Mullane announced the appointment of Philipp Baumann, (present)
Pendleton Hill Road, as Civil Preparedness Director. Mr. Baumann is a highly
qualified candidate and a welcome addition to the Town staff. Selectman
Mullane also told the
Board of the formation of a Emergency Advisory Committee consisting of the
Civil Preparedness Director, First Selectman, Fire Chief, Ambulance
President, and Highway Foreman others may be appointed after convening
and meeting a few times..
5. Highway and Transfer Station Personnel Replacement-Selectman Mullane informed the Board that Robert Smith has tenured his resignation with the Town and therefore there will be a vacancy at the Transfer Station for an Operator. There is still a monitoring vacancy and Steve Holliday has accepted application and done interviews of candidates. He submitted a prioritized list to the Board, Selectman Hescock would like Mr. Holliday’s recommendation and he will be asked to attend next week’s meeting.
