Call to Order-7:00 PM with Selectmen Mullane, Hescock and Peterson present
Public Comments and Questions-Selectman Hescock questioned whether there was a slowdown in the Building Department in issuing permits of 2 or 3 months. Selectman Mullane will check and report back. He also questioned whether the fence at Town Hall will be done by Election Day.

Old Business-
1. Tribal Recognition-The Selectman had been provided the final letter on the HR 2837, The Indian Tribal Recognition Administrative Procedures Act and asked if the Board support and if OK to mail. Selectman Mullane has authorization from Preston and is awaiting a reply from Ledyard. There was some discussion by Selectman Hescock as to
whether we should be involved at all, Selectman Mullane said the testimony needed to be submitted by Thursday, a reply is required.

Schools Facilities Master Plan-Draft letter is prepared and letter will be put in Selectmen’s boxes for comment.
7. Budget 2007-08
Line Item Veto-General Discussion, no action
Ordinance Mandating Referendum Vote-Selectman Mullane would like to include automatic voting on Contracts as well for School Unions, Selectman Hescock disagreed, because the statutory authority was different.
8. Woodco Bond-No response to date on letter to Attorney.

11. Recreation Commission appointments
Carmen Suedmeier & Frank Condon-No action taken, Selectman Hescock has not yet contacted candidates.
12. Revisions to financial reporting (B. Borden Letter 9/10) response-Selectmen Hescock and Peterson would like to k now BOF position before Board takes a position.
New Business
1. Right to Farm Ordinance-Robert Miner was asking for feedback on idea, and what North Stonington’s format would be. At what time would North Stonington’s farms be grandfathered. Selectman Mullane said a new issue was raised regarding established farms vs. new farms and he had gotten concerns from a resident that a new farm could be established next to an established residential area and suffer from distasteful activities involved
in farming.
2. Kingswood/Meadowwood drainage review-At this point in time we are cleaning all waterways and drainage. No report back from contractors for boring for additional drainage.
3. Babcock Road, Shunock River Estates
Stonewall & Conservation Easement-There was an engineering report from Development Solutions that stonewall is in wrong location. Selectman Mullane and Highway Foreman will contact developer. We have received a letter from Conservation Commission on restoration of disturbed area and will forward a letter to developer expressing concerns.
4. Little League / In-kind Support-Selectman Mullane informed the Board that Little League will be building a large structure to house bathrooms, concessions, storage, etc and wanted fees waived on that as well. Selectman Hescock question what is cost of permits, what is level of effort for Building Officials and Sanitarians for inspections.
5. Board of Education letter / Use of School-The Board will revisit at next budget deliberation. Selectman Hescock likes policy, Selectman Mullane does not like current policy and does not feel that BOE and General Government should charge each other for services, the General Government provides several hundred thousand dollars each year for in kind services.
6. Village Water Bid-Bids were opened today and are under review
7. UAW union request / Statement of support-After general discussion of Board support, Selectman Mullane was in favor, Selectman Hescock did not see a need for Board to comment, and Selectman Peterson had no comment.
