Approved Meeting Minutes

Wednesday, April 29, 2015

- Call to Order Chairman Dan Spring called the meeting to order at 7:52 PM. Tim Main, Brent Woodward and Emile Pavlovics were present. Charlie Steinhart and Mustapha Ratib were absent.
- Public Comments and Questions: No comments or questions.
- BOS: Project Updates: First Selectman Nick Mullane provided the following project update information.
- Tribal Recognition: Congressional discussions concerning changes in tribal recognition rules were continued on April 22, 2015 before the Indian Affairs panel of the House of Natural Resource Committee. Connecticut support against proposed changes was provided by Senator Richard Blumenthal and Representatives Joe Courtney and Elizabeth Esty. There is no date for a final decision.
- Hewitt Property Dam: Work on the dam is nearing completion and although final cost figures have yet to been negotiated there is some certainty the project will meet the contract cost of $455,000 for dam repair and $117,000 (75 percent to be paid by FEMA) for bridge construction across the spillway. The new bridge is designed to have a load capacity sufficient to allow the passing of all town emergency vehicles. The existing wooded bridge over the dam is being analyzed to determine its load capacity. Passage limitations will need to be invoked if the load capacity of the wooden bridge is determined to be less than what is required for heavy vehicles. An upgrade of the wooden bridge and support system would require engineering studies and associated construction costs that would be additional to the Town.
- EMS/Firehouse: Construction documents are at 95 percent completion and upon completion will be submitted with the construction specification to the Town, Design contractor and the USDA for review and comment. Multiple designs will be submitted in the anticipation that budget constraints can be met. Once approved the design will go to bid. Bid opening is scheduled for June 29, 2015.
Site excavation is at 51 percent complete and currently on budget.
- BOF: Budget Preparation for 2015/2016: Final amendments to the FY 2015/2016 proposed budget were made resulting in a ΒΌ mill rate increase.

to a BOF public hearing on May 11, 2015. The motion was seconded by Brent Woodward and carried 4-0-0.
5. Previous Minutes: Dan Spring moved to approve the minutes of April 22, 2015 as amended. The motion was seconded by Tim Main and carried 4-0-0.
6. Future Strategies: Budget Preparation 2015-2016, Calendar: The Town budget hearing is still scheduled for May 11, 2015.
7. Adjournment: A motion to adjourn was made by Dan Spring. The motion was seconded by Tim Main and carried 4-0-0. The meeting was adjourned at 11:20 PM.
