Draft Meeting Minutes

Wednesday, November 5, 2014
New Town Hall
North Stonington, CT
1. Call to Order Chairman Dan Spring called the meeting to order at 7:32 PM. Brent Woodward, Mustapha Ratib, Charlie Steinhart and Tim Main were present. Emile Pavolvics was absent.
2. Public Comments and Questions: Joe Gross offered the BOF his recommendation for standardizing budget additional appropriations and transfers requests. The BOF will consider the recommendation.
3. BOS: De-obligations, Capital Projects/ Transfers; Project Updates; Tribal Recognition: This agenda item was deferred as no representative from the BOS was present for discussion.
4. EDC: Economic Development Update: Deferred.
5. BOF Suspense Report; Fiscal Polices, Tax Report: Action on the Suspense Report was deferred pending sign off by the new tax collector.
Dan Spring is drafting the Undesignated Fund Balance section, of the new Fiscal Policy Handbook, for BOF review and approval at a subsequent meeting.
The BOF was presented a draft copy of an abridged tax collections report for review and comment. BOF members thought it would be advantageous to include in the report data regarding delinquent tax cases. This idea will be addressed to the tax collector for possible incorporation.
6. Previous Minutes: Dan Spring moved to approve the minutes of October 15, 2014 as amended. The motion was seconded by Charlie Steinhart and carried 4-0-1. Mustapha Ratib abstained.
7. Future Strategies: Audit Review 2013/2014: The draft audit report for FY 2013/2014 will be presented to the BOF during the first BOF meeting in December 2014.
8. Adjournment: A motion to adjourn was made by Dan Spring. The motion was seconded by Mustapha Ratib and carried 5-0-0. The meeting was adjourned at 9:16 PM.
