Board of Finance Minutes 04/02/2014 Approved
North Stonington Board of Finance
Minutes Meeting Wednesday April 2, 2014
Elementary School, Multi-Purpose Room
North Stonington, CT
@7:30pm

  • Call to Order:  Chairman of the Board of Finance, Dan Spring, called the meeting to order at 7:37pm.  Members present were Emile Pavlovics, Charlie Steinhart, Tim Main and Mustapha Ratib (@7:45pm).
  • BOE Proposed Building Project:  Superintendent, Mr. Peter Nero, made opening remarks as to the need of the facilities project and how it had developed through the ad hoc Building Committee.  He expressed the urgency of the project to move forward and not to lose another year.
Mr. Nero turned the presentation over to Mr. Rusty Malik, Principal, of Quisenberry Arcari, Architects, from Farmington, CT.  He presented the renovation/new building project through a power point presentation.  He noted that the project concept was infrastructure driven.  It took advantage of what was already in place by amending layouts and adding capacity to deficient space.  He emphasized, as did Peter Nero, the inclusion of security features and the substitution of safe building material.  Energy conservation and square footage were both considered to optimize the State reimbursement potential.

The presentation depicted how the construction was to be phased so as not to disrupt the school year(s).  Cost of the total project range from $46.99 million to $26.23 million, to $31 million, depending on levels of reimbursement.  The project costs included a 15% contingency.

*It is noted that this presentation was informational and not intended to be acted upon within the time frame of this meeting.

  • Public Comments & Questions:  Comments and question from an audience of approximately 50 were for the most part encouraging.  The comments centered on the fact that the Town cannot wait any longer and that the interest rate environment was favorable.
Detractors stated that the proposed project was costly and consequentially meant higher taxes.

  • Adjournment:  A motion to adjourn was presented by Dan Spring and seconded by Mustapha Ratib.  The motion carried 5-0-0.  Adjournment was at 9:05pm.
