Draft Meeting Minutes

Wednesday, May 1, 2013
New Town Hall
North Stonington, CT
1. Call to Order: Vice chair Peter Nimirowski called the meeting to order at 7:37 PM. Mike Urgo, Brent Woodward, Mustapha Ratib and Emile Pavolvics were present. Chairman Dan Spring arrived at 9:00PM.
2. Public Comments and Questions: Ann Norwalk requested that the Board consider revising line item CC 3.17 “Town Lands Acquisition Fund” to “ Open Space Land Acquisition Fund.” This change was made and the $20,000 budget was split equally between open space and the Wheeler library for building repairs.
3. BOS: Proposed Budget Review; EMS Complex Updates: First Selectmen Nick Mullane provided the Board with budget backup documentation thus allowing the Board to finalize the budget in support of the May 6,2013 Town budget hearing.
Peter Nimirowski moved to bring the following FY 2013/2014 budget to a Town hearing on May 6, 2013.
Government Operating $4,512,813
Debt Redemption $916,778
Education $12,739,669
Capital $1,275,001
The motion was seconded by Mike Urgo and passed 6-0-0.
Although some additional information, requested by the Board for the new NS Fire/EMS facility was received, there still remains outstanding documentation.
4. Proposed Town Budget 2013-2014 Review/Release: See paragraph 3. above for discussion.
5. Budget Format/ Budget Review: See paragraph 3. above for discussion.
6. Future Strategies: No discussion.
7. Previous Minutes: Dan Spring moved to approve the minutes of April 24, 2013 as amended. The motion was seconded by Peter Nimirowski and passed 6-0-0.
8. Adjournment: A motion was made by Dan Spring to adjourn. The motion was seconded by Peter Nimirowski and passed 6-0-0. The meeting was adjourned at 11:15 PM.
