1. Call to Order (6:08 pm)
2. Roll Call/Members Sign In
a. Members present: Mary Ann Ricker, Tim Pelland, Robert Mayne
b. Members absent: Paul Bliven, Kristen Comstock
c. Guests present: Betty Russ, Tom Zanarini (North Stonington Zoning Officer)
3. Approval of Minutes
a. August 27th (Adjust #6 to read “Incentive Housing Regulations have been submitted to the state for review.”)
i. Adjusted minutes were unanimously approved.

4. HUD Housing Rehabilitation Report (Mary Ann Ricker)
a. The amount of work that has been completed and paid for through the town. (Approximately $4,800)
b. There are about $40,000 worth of work that has been completed, awaiting money from the state to pay the
contractors.
c. Documents presented and logged as Doc 1 and Doc 2.
5. 101A Anthony Status Report (Task 2 d. of the Implementation Elements of the Housing Plan)
a. Contract with Neighborworks was approved by the Board of Selectmen. A town meeting needs to be called in order
to proceed. If voted in favor, work may begin with the rehab of the property.

7. Incentive Housing Regs Status
a. Still awaiting feedback from the state of Connecticut before presenting to the Planning and Zoning Commission.
8. Mobile Display Changes/Use
a. Mobile display was displayed at the Harvest Fair at Hewitt Farm on 9/26/15.
b. Investigate opportunity of displaying at the Christmas Fair at the Congregational Church in the village.
9. Local Ordinance for Affordable Housing to meet CT guidelines
a. Presented to town attorney for feedback. (Ordinance for the Abatement of Property Taxes for Housing for Low or
ModerateIncome

b. Draft ordinance is intended to allow property tax abatement without developers needing to go before the Zoning
Board of Appeals. Allows tax assessor to assess property at affordable rate instead of market rate.
c. If town attorney finds no flaws in the presented language, NSAHC will take its first opportunity to present the
ordinance to the Board of Selectmen.
10. Goal Progress
a. Robert Mayne is creating a digital document to make it easier to access the Implementation Elements of the Housing
Plan.
b. Create a folder of information about affordable housing
11. Action Items
a. NSAHC will present the Ordinance for the Abatement of Property Taxes for Housing for Low or ModerateIncome
Persons forward to the Board of Selectmen if there are no flaws found by the town attorney.
b. Investigate Wintechog Hill Road property to get the incentive housing zone GPS’ed as outlined by the Milone &
Macbroom feasibility study for the purpose of promoting the development of affordable housing in an incentive
housing zone.
12. New Business
a. Additions to the agenda.
i. Status of tax delinquent properties.
ii. Investigate combined Economic Development Committee and Affordable Housing Committee
b. Discussion of calendar of meetings for 2016.
